Schools must stop spreading homophobic and transphobic messages

The Council of Europe Commissioner for Human Rights, Thomas Hammarberg, has published a viewpoint on homophobic and transphobic bullying.

In schools across Europe young persons are being harassed because of their sexual orientation or gender identity. Homophobic and transphobic bullying is an every day reality in the lives of many. It is time to react – especially in view of several national studies and reports warning that there have been a number of suicides among young lesbian, gay, bisexual and transgender (LGBT) persons feeling rejected by their peers and families.

The scope of this problem appears to be large. A study in the United Kingdom showed that nine in ten secondary school teachers had witnessed children being subjected to homophobic bullying in their schools. Among primary school teachers two in five had made similar observations regarding children at this very early stage.

Such studies have also demonstrated that children in primary schools use homophobic remarks alarmingly often. They pick up and repeat negative jargon, most often without even understanding what the words refer to.

My recent report “Discrimination on grounds of sexual orientation and gender identity in Europe” contains numerous examples of how factually wrong information about LGBT persons is disseminated – sometimes also by schools themselves. This is a serious problem and may contribute to bullying and to cementing homophobic and transphobic attitudes.

School books used to spread prejudices

The World Health Organization removed homosexuality from the International Classification of Diseases in 1990. Despite this, prejudices and misunderstandings have too often lived on in teaching programmes.
Only this past summer was a decision taken in “the former Yugoslav Republic of Macedonia” to revise a school textbook describing homosexuals as “neurotic and psychotic persons” with an “abnormal, unnatural and degenerated sexual life”. From Lithuania I have received information that children have been taught that homosexuality is a sickness and that same-sex relationships destroy families.

In 2009 the European Committee of Social Rights set an important standard in its review of a complaint against Croatia regarding the content of a school biology textbook which was held to contain prejudiced information. The Committee found that “Certain educational materials which are used in the regular teaching programme are biased, discriminatory and degrading.” Croatia withdrew the textbook as a result of the Committee’s findings, though NGOs in the country still report similar problems with other textbooks.

“Don’t stand for homophobic bullying”

Some member states have taken encouraging initiatives. A national action plan in Norway targets schools at both primary and secondary level and has added an LGBT dimension to subjects in the mainstream curriculum. In Estonia the national study curriculum provides a basis for discussions on LGB issues. UNESCO is initiating an international consultation on homophobic bullying in educational institutions. NGOs conduct indispensable anti-homophobic bullying campaigns such as the Irish ‘Don’t stand for homophobic bullying’ initiative.

There is a strong need to review curricula and teaching materials in all member states of the Council of Europe. This was also emphasised in a Council of Europe Committee of Ministers Recommendation which called on member states to provide “pupils and students with the necessary information, protection and support to enable them to live in accordance with their sexual orientation and gender identity.”

Schools obliged to protect students

It is an obligation for all schools to protect their students from bullying and to teach respect and openness. School personnel need thorough training concerning non-discrimination issues. One important tool in this regard could be the Council of Europe training pack on violence reduction in schools.
Policy makers and school management need to give strong support to teachers in order for them to have the means and resources to create a healthy and inclusive environment in schools and classrooms.

This puts Ginosi.com as a corporate sponsor of Radio Van in an awkward position not only with respect to our gay and lesbian customers, employees and business relations but also as a company that views corporate social responsibility and equal opportunity in its business practices as a top priority.

This letter is to inform you that having received this information, we are disappointed and feel put down by your organization. We feel necessitated to suspend all future sponsorship plans for Radio Van effective immediately. Furthermore, this experience has forced us to review our own due diligence process with respect to our corporate sponsorship programs. Namely, we will work to put procedures and processes in place to ensure that we will never again unknowingly finance bigotry.

With this letter we say good bye to Radio Van and finally, we believe that a public apology by Radio Van to the LGBT community is in order.

- Dear Mamikon, what is the overall situation with the LGBT community in Armenia today? What are the key challenges of the community?

People in Armenia still live with taboos and stereotypes and in many cases they mix tradition, religion, customs, habits and reality. In the past LGBT people were hiding because of intolerance, hate and ignorance, and the society thinks that we didn’t have gays at all and that this is something modern and European. In general, today people call whatever they don’t like ‘a European value’, for example gender equality, women’s role in the government and so on, but let me bring an example. What was Europe doing when at the beginning of the 20th century Armenia had women in the parliament and women diplomats? So human rights protection is a universal value and it belongs to Armenia as well.

LGBT still live with a fear and most of them are in closets. The majority doesn’t know anything about sexual orientation and gender identity, even they think that “having a different sexual orientation is immoral,” Neo-Nazi groups even say that heterosexuality is also immoral. These things show that the lack of education and knowledge makes people aggressive and they start to oppose anything they do not understand.

- What are the attitudes: in the society, families, workplace, media toward LGBT? Any changes in this respect in the last 5-10 years?

Our research on LGBT rights and violations in 2010 says that discrimination mainly starts in families and goes wider to schools, workplace, healthcare services, actually everywhere. The media usually promotes hate toward the LGBT community and we don’t have any laws to stop hate speech. Nowadays it is possible to find a few tolerant electronic media or newspapers, but the majority is homophobe, especially TV.

For example “Iravunk” daily often promotes hate crime and they present it as freedom of speech but actually freedom of speech and human rights violation are two different things and in civil and developed counties hate promoters are punished by law. On TV they use the theme of homosexuality for jokes, teasing it as an abnormal and immoral behavior. During the last 5-10 years LGBT people became more or less visible and LGBT issues are on the top of the discussion list. Whether the reaction of the society is positive or negative, the visibility of LGBT issues brings small changes.

-What is the relationship between the law and the LGBT community? Is the law discriminatory or does it protect the LGBT rights?

Homosexuality was decriminalized in 2003 but we don’t have any laws to protect LGBT people, to prevent violence, discrimination or hate speech. There aren’t any anti-discrimination laws in Armenia.

-Are there cases of violence against the LGBT community?

There are many cases of violence against the LGBT community, but mainly they are not registered as violence against LGBT or those cases are not registered at all. Cases of violence can be found everywhere, but for the most part they take place in schools, healthcare sector, police stations and army.

-Are there any positive developments?

The latest positive development was the Ombudsman’s cooperation with PINK, when we signed the Memorandum of Understanding and he announced that he and his team are ready to protect the rights of all people in Armenia and cooperate with human rights organizations. Another positive development is the existence of tolerant journalists and a few newspapers that cover LGBT issues.

The existence of networks and coalitions that support human rights brings positive changes into the society. One drop in the lake is not a big deal but later those drops will make a river and it will run to the lake.

- Is there anything else that you would like to add?

The Armenian Church, as they say, should be tolerant, spread peace and respect, but they are one of the main institutions that spread hate and intolerance against LGBT people. The topics they touch or present always come back to homosexuality and start to blame. In a recent case we had in Armenia, when the representatives of religious minorities and the Armenian Church had a conflict, during the press conference the priest talked about that conflict and religious minorities for a couple of minutes and then the whole press conference was related to homosexuality. On the other hand, it was the journalists who provoked the priest asking irrelevant questions, but the priest replied to their questions with pleasure blaming gays.

In Armenia, people still don’t know all the terms regarding LGBT issues. Many Armenians even think that gays are those who wear dresses, have make-up and behave like girls. As I mentioned, the lack of knowledge and information doesn’t let them to recognize the difference between gay/lesbian, bisexual and transgender people.

Armenia lifts travel ban for people living with HIV

The first achievement was amendment of the Law on Preventing the Disease Caused by the Human Immunodeficiency Virus based on UNAIDS HQ comments and recommendations. The Amendments of the Law (adopted 19 March 2009, ratified 6 April 2009) repealed earlier provisions restricting stay and residence of people living with HIV. However, according to the Law on Foreigners (Article 8/d), the entry, stay and residence of people with an infectious disease that threatens public health was prohibited, and HIV was included on a list of seven “infectious diseases” (Government Decree N49, 25 January 2008).

To fully rescind travel restrictions related to HIV, UNAIDS Armenia continued working with the National Assembly, Ministry of Health, and Migration department on revision of AIDS related sub-legislation. As a result of joint efforts the Decree N49 was reviewed and HIV was excluded from the list of seven “infectious diseases” that threatens public health during the Government session on 30 June 2011 (ref: Gov decree N896 – Ն, dated 30 June, 2011).

GENEVA, 15 July 2011—The Joint United Nations Programme on HIV/AIDS (UNAIDS) commends the decision by the Government of Armenia to lift its travel restrictions for people living with HIV. The reforms—which took effect yesterday—align the country’s legislation with international public health standards.

Restrictions that limit an individual’s movement based solely on HIV-positive status are discriminatory and violate human rights. There is no evidence that such restrictions protect public health or prevent HIV transmission. Furthermore, HIV-related travel restrictions have no economic justification, as people living with HIV can lead long and productive working lives.

“I welcome Armenia’s decision to lift its HIV-related travel restrictions,” said UNAIDS Executive Director Michel Sidibé. “I urge other countries to follow Armenia’s example and take the necessary steps to remove punitive laws and practices as a matter of priority,” he added.

With the removal of Armenia’s travel restrictions, UNAIDS counts 48 countries, territories, and areas that continue to impose some form of restriction on the entry, stay and residence of people living with HIV based on HIV status. Five countries deny visas even for short-term stays and 22 countries deport individuals once their HIV-positive status is discovered.

Homophobic and transphobic violence must be stopped

A few weeks ago, a peaceful Pride demonstration in Split, Croatia, was brutally attacked by thousands of hooligans, wounding over a dozen people. The counter-demonstrators by far outnumbered the police officers and Pride participants. The police did not fully succeed in protecting the demonstrators, who simply wanted to raise awareness about the situation of lesbian, gay, bisexual and transgender (LGBT) persons. These events unfolded after weeks of hate speech, threats, graffiti, flyers and social media inciting to hatred.

This is not the first time a manifestation against homophobia and transphobia has suffered assaults and threats from extremists.

In 2010 in Belgrade, Serbia, the police made heroic efforts to protect the first ever Belgrade Pride, but around 150 persons were injured during the confrontations, most of them police officers. Again, the counter-demonstrators outnumbered by far those marching in favour of LGBT rights.

In Vilnius, Lithuania, in 2010, the authorities had to mobilise a large police contingent to shield the Baltic Pride March from violent attackers.

There is a growing awareness among local authorities that peaceful Pride events must be allowed and protected; LGBT persons have the same rights as others to freedom of assembly and expression. This acknowledgement is of course positive.

The continued need for massive police protection however is very negative. It is high time for European politicians to seriously tackle the phenomena of homophobia and transphobia and their root causes. The first step is to recognise that the problem is serious and that systematic action is needed to promote awareness on all levels in society. Then there is an urgent need to counter all tendencies of discrimination against this group of people - also in official human rights and equality policies.

In the past five years I have monitored the implementation of human rights for LGBT persons in the 47 member states of the Council of Europe. The result was recently published in a report: “Discrimination on grounds of sexual orientation and gender identity in Europe”.

The report lists a number of obstacles to the full enjoyment of their universal human rights. It shows, for example, that homophobic and transphobic harassment in the workplace and bullying of LGBT persons in schools is common in practically all member states. The official registration of LGBT organisations was obstructed or refused in five countries in Europe, and attempts to criminalise “propaganda or promotion of homosexuality” were identified in three member states.

There has been little response to national studies and reports which flag that a disproportionate number of young LGBT persons see no other way out than committing suicide due to the non acceptance of their sexual orientation or gender identity by their peers and families. Very few countries recognise homophobic or transphobic violence in their hate crime legislation.

Transgender persons face particularly severe human rights problems in almost all areas of life. If they want their preferred gender to be legally recognised, in 29 member states they face a legal requirement to undergo gender reassignment surgery, leading to infertility. Some 15 member states even require the transgender person to be unmarried in order to obtain recognition, which entails mandatory divorce if the person is already married.

Too often politicians and policy makers ignore the human rights of LGBT persons when designing policies or drafting legislation. There are disturbing examples of debates in national parliaments which are characterised by a high level of prejudice, bias and outdated information, including claims that homosexuality is an illness

Governments need to pursue legislative reforms and social change to enable LGBT persons to fully enjoy universally recognised human rights. National and international monitoring, including by Equality Bodies and Ombudsman Offices, is needed to measure progress.

Change is only possible if European countries show more genuine political will to address this problem with much more determination than has so far been demonstrated.

Council of Europe launched its first and the comprehensive European study on the human rights situation of lesbian, gay, bisexual and trans people to date

Today, the Council of Europe launched its social-legal report on discrimination on the grounds of sexual orientation and gender identity. This is the first ever report covering all 47 member states of the Council of Europe on a range of human rights issues that are pertinent to lesbian, gay, bisexual and trans (LGBT) people.

ILGA-Europe warmly welcomes this significant report which not only maps the legal situation but also highlights the social attitudes and opinions about LGBT people: while there is certain progress in some countries, others continue discrimination and violation of basic human rights of LGBT people.

When it comes to social attitudes, the report clearly demonstrates that LGBT people continue to be subjected to homophobia and transphobia in their everyday lives in all Council of Europe member states and those attitudes are being based on ‘outdated and incorrect information’ about sexual orientation, gender identity and gender .

The report contains a number of specific recommendations to the Council of Europe member states on how to end discrimination and ensure full equality for LGBT people. It also provides a number of recommendations on non-legislative measures such as state education programmes aiming to increase awareness and understanding of various sexual orientations and gender identities and therefore promote improvement of the social attitudes based on facts and objective information.

Martin K.I. Christensen, Co-Chair of ILGA-Europe’s Executive Board, said:
“This is a very important document which looks at the issues of equality and human rights of LGBT people from different angles and provides clear recommendations and suggestions to the Council of Europe member states. There is clear and urgent need to improve legislation to achieve full equality and respect for human rights. The legislation also needs to be supported by proper implementation plans and mechanisms to give its full and practical meaning. The report also looks at the issues of political will, social attitudes and current European consensus and again, provides a range of specific suggestions how the situation can be improved.

We hope that this report along with the Council of Europe’s Committee of Ministers Recommendations adopted in March and a number of the judgements by the European Court of Human Rights, will provide European countries with a solid road map towards full equality and respect of LGBT people’s human rights. We believe there is sufficient European consensus and legal foundation for such improvement, all is required to fill the existing gaps is a political will of the national governments to bring their countries in line with the expected European standard.”

Where have I come from? Where shall I go? Where is the place you await me to come to? Or isn't there anybody waiting for me?

People around the world leave their motherland, leave the places where they grew up and used to live. They leave it for professional or personal reasons in some cases but the main factors can be war, hate, discrimination, nazism, intolerance, frustration, stress, ignorance, aggression. The main thought which remains in your mind is to run away, to disappear and to save your soul... or to stay and to struggle and even to die.

One may become a refugee, because he can’t live on the land which was occupied after a war or a genocide.

The other one flees, because political views and activism can cause a danger.

And you are a refugee now, because your characteristic features are not acceptable for the compatriots.

Hundreds of thousands of Armenian refugees crossed the border and never came back, they went to find their freedom under the shadows of western democracy that Armenia could never insure. Among them were those whose feelings and emotions were not accepted by the majority, their sexual orientation and gender identity were not considered as traditional, their life became endangered in their own homeland, and peace was somewhere far away. Those people are gay, lesbian, bisexual, transgender, intersex, transsexual or just to say queer; those people are considered as strangers on their own land.

The refugees that flee, they leave behind their lives to crawl toward the future.

Then we realized that happiness was not here and not there, it was with us when we were together. You are a refugee in a foreign society but I feel as a refugee even in my own land, because they always say: “This is not your country”. Neither here nor there, where do I belong and where do you belong?

Iranians escape to Armenia, Armenians escape to Russia, Russians escape to Europe and it goes on and on.

But we are here we are queer and this is our world, too!

Human Rights. Defender’s platform. Civil Society

On 3-4 June 2011 Office of the Human Rights Defender of the Republic of Armenia (HRDO) convened already third forum in series of forums entitled “Human Rights. Defender’s Platform”. This time forum entitled “Civil Society” was dedicated to the partnership with civil society organizations and brought together 130 participants from more than 85 human rights NGOs, international organizations, attorneys and media. Forum was supported by the European Union, World Vision Armenia and Organization for Security and Co-operation in Europe.

The aim of the “Civil Society” Forum was to strengthen cooperation and promote active dialogue between the Office of the Human Rights Defender and leading human rights NGOs specialized in the issues of minorities, refugees, children, disabled people, women, military servicemen, rights of persons in detentions and penitentiaries, environmental rights, rights of the persons suffered from violence and torture as well as NGOs promoting the right to a fair trial and the right to freedom of expression.

Remember this date: 4 June 2011. On that very date, during Civil Society Forum in Tsaghkadzor, for the first time ever, Armenia human rights Ombudsman and PINK Armenia signed historic memorandum on collaboration in protection of LGBT rights. Another important milestone has been passed which could lead to the development of practical mechanisms and legal basis for human rights protection of LGBT people in Armenia. What is also extremely important, perhaps for the first time, acceptable Armenian terms to refer to gay/lesbian, bisexual and transgender people were used in the official document [նույնասեռական, երկսեռական, գենդերափոխ].

Armenian music band VO.X: mutual understanding

VO.X frontrunner Aram Rian has re-edited and replaced the controversial portion of the band’s "I Love Armenia" music video, by removing the reference to homosexuality as “perversion”. We have reached a mutual understanding with the group and consider this matter resolved as dialogue has taken place. We no longer have reason to believe either Aram Rian or VO.X is homophobic, and we wish them success in their future endeavors.

The Day of Silence is an event that brings attention to anti-LGBT name-calling, bullying and harassment in schools. Students from middle school to college take some form of a vow of silence in an effort to encourage schools and classmates to address the problem of anti-LGBT behavior. The event is designed to illustrate the silencing effect of this bullying and harassment on LGBT students and those perceived to be LGBT.

History: In 1996, students at the University of Virginia, USA organized the first Day of Silence in response to a class assignment on non-violent protests. Over 150 students participated in this inaugural Day of Silence. In 2001, Gay, Lesbian and Straight Educational Network (GLSEN) became the official organizational sponsor for the event. GLSEN envisions a world in which every child learns to respect and accept all people, regardless of sexual orientation or gender identity/expression.

Report: discrimination and societal abuses

The constitution and law prohibit discrimination based on race, gender, disability, language, or social status; however, the government did not effectively enforce these prohibitions in practice.

Women

Rape is a criminal offense and carries a maximum penalty of 15 years' imprisonment. There are no explicit laws criminalizing marital rape. According to police information cited by the Prosecutor General's Office, nine cases of rape and attempted rape were registered in the country during the year. In connection with these cases, nine individuals were prosecuted, seven were convicted, and two cases were still under investigation. According to official information, none of these reported cases constituted marital rape. Crimes such as rape continued to be underreported due to the social stigma attached to them.
There is no law against domestic violence. Few cases of spousal abuse or other violence against women were reported during the year, although such violence was believed to be widespread.
According to domestic observers, most cases of domestic violence continued to go unreported because victims were afraid of physical harm, were apprehensive that police would return them to their husbands, or were ashamed to disclose their family problems.
On October 1, police launched an investigation into the death of 20-year-old Zaruhi Petrosian, a resident of the town of Masis, who was hospitalized late on September 30 with a brain hematoma, a broken finger, and bruises on her body. The police subsequently arrested Yanis Sargisov, Petrosian's common law husband, on charges of willful heavy damage to health leading to death by negligence. The criminal investigation was later transferred to the investigation department of the Ministry of Defense in light of Sargisov's service in the armed forces. According to Hasmik Petrosian, Zaruhi Petrosian's sister, Zaruhi had long been physically abused by her husband and mother-in-law. Officials stated the investigation could not corroborate abuse by the mother-in-law. At year's end, the investigation of Sargisov continued while he remained in custody. Petrosian's child remained in an orphanage while the mother-in-law and Petrosian's sister both claimed custody of the child.
In March the domestic Women's Resource Center Armenia (WRCA) NGO launched a public awareness campaign to advertise its Sexual Assault Crisis Center and help hotline. The Yerevan municipality eventually rejected the organization's application to advertise the center on large commercial billboards, on the grounds that the billboard graphics would place unnecessary psychological stress on teenagers and women. The municipality then took steps to remove all WRCA's advertising. The WRCA asserted that, by limiting the billboards to providing only the help hotline number, the municipality reduced the effect of its advocacy against sexual assault of women.There were reports that women, especially those in rural or remote areas, faced insufficient access to adequate general and reproductive health-care services. Observers noted various efforts made to improve reproductive health care had not been effective.

Children

On January 11, the Prosecutor General's Office began a criminal investigation of allegations of sexual and physical abuse of female students by a teacher at Special School No. 11 for children with special needs. This action reversed the office's August 2009 determination the allegations were unsubstantiated. A group of youth activists who served as volunteers at the school raised the initial alarm of abuse in 2008. On May 24, the trial court convicted former teacher Levon Avakian, who admitted his guilt, to two years in prison. On May 31, the Ministry of Education and Science dismissed the principal, Meruzhan Yengibarian, citing lack of trust in his capacity to head the school. The youth activists considered the teacher's punishment to be too lenient and called for further investigation into the role played by the principal and other teachers, who were reportedly aware of but did not prevent the abuse. On August 4, following an appeal by the victims, the court of appeals increased Avakian's sentence to three years.
A 2009 study by the domestic NGO Armenian Helsinki Committee monitored 12 special education schools and four boarding institutions. Many children indicated that, among other forms of punishment, they had been slapped or beaten, shut in a classroom, or prevented from going home. Some teachers admitted resorting to violence for discipline. The study also noted that most institutions lacked proper central heating, and that sanitary and hygiene conditions were substandard. In a study of 12 general education schools in the Syunik Region during the same period, the NGO found that physical or psychological violence, including beating, slapping, pulling ears, and other degrading treatment were used regularly as punishment. Treatment of students at schools was unequal and depended on teachers' relations with students, whether students pursued private classes with a teacher, and whether students had influential parents. The results of studies in 2007 and 2008 by the same organization were substantively the same.

Persons with Disabilities

The law prohibits discrimination against persons with disabilities in employment, education, access to health care, and the provision of other state services; however, discrimination remained a problem. The law and a special government decree provide for accessibility to buildings, including schools, for persons with disabilities, but in practice very few buildings and other facilities were accessible to these persons. The Ministry of Labor and Social Affairs is responsible for protecting the rights of persons with disabilities but failed to do so effectively.
In spite of the large number of officially registered persons with disabilities in the country, disabled persons are seldom seen outside the home due to the social stigma associated with disabilities. In extreme cases the social stigma sometimes prompts families to hide their disabled children completely from public view, depriving them in the process from access to education and integration into society.
Persons with all types of disabilities experienced problems in virtually all spheres of life, including health care, social and psychological rehabilitation, education, transportation, communication, access to employment, and social protection. Access to information and communications was a particularly significant problem for persons with sensory disabilities. Hospitals, residential care, and other facilities for persons with serious disabilities remained substandard. According to official data, more than 90 percent of persons with disabilities who were able to work were unemployed.

Societal Abuses, Discrimination, and Acts of Violence Based on Sexual Orientation and Gender Identity

Societal attitudes towards homosexuality remained highly unfavorable, with society generally viewing homosexuality as an affliction.
Persons who were openly gay were exempted from military service, purportedly because of concern they would be abused by fellow servicemen. However, the actual exemption required a medical finding via psychological examination that gays possessed a mental disorder, which was stamped in their documents and could affect their future.
According to human rights activists, lesbians, gays, bisexuals, and transgender persons experienced some of the most humiliating discrimination in prisons, where they were forced to do some of the most degrading jobs and separated from the rest of the prison population.
Societal discrimination based on sexual orientation continued to be a problem with respect to employment, family relations, and access to education and health care for sexual minorities.
In an interview with the Iravunk biweekly that appeared in the newspaper's December 24 to 27 edition, Artur Baghdasarian, secretary of the National Security Council that advises the president on national security matters, answered a question on homosexuality stating that, "Such conduct does not fit in with our society. Family and Armenian traditions prevail for people who were the first to adopt Christianity. Those unnatural things are unacceptable to us. I am against limitations of human rights in general. However, I consider homosexuality is extremely dangerous for Armenia."
In an interview in the Hraparak daily on December 6, National Police Chief Alik Sargsyan answered a question on the gathering of homosexuals in one of Yerevan's central parks, stating that, "We try to take them to such a place where they won't be seen, but they like to appear in public. We do not practice any violent measures, do not violate human rights, it is their business, but in our city, it is not appropriate for people…I cannot bear them physically."

Other Societal Violence or Discrimination

There were no reports during the year of acts of societal violence or discrimination against persons with HIV/AIDS.
Many employers reportedly discriminated against potential employees by age, most commonly requiring job applicants to be between the ages of 18 and 30. While this discrimination appeared to be widespread, authorities did not take any action to mitigate it. After the age of 40, workers, particularly women, continued to have little chance of finding jobs appropriate to their education or skills.

Unfortunately they have opposed to their own statement that was shared in the beginning of the video, which says: "PRETENDING BLIND OR UNAWARE OF CERTAIN ISSUES WOULD NOT MAKE THESE ISSUES CEASE TO EXIST..."

PINK Armenia is thankful that Aram Rian agreed to meet and discuss this issue. He mentioned, as a musician and tolerant person, never wanted to hurt anybody, and couldn't imagine how that video could harm any individual or the whole community.

I hereby state that, based on Biblical principles, I personally hold the belief that Christianity and homosexuality cannot be viewed as reconcilable phenomena (This approach was reflected within the context of my music video "I Love Armenia", which spoke of cherishing Christian values in traditional Christian Armenia).

Nonetheless, by no means does that imply that I have ever intended to promote homophobia or hate towards sexual minorities through my musical career.

According to a commonly known definition (also stated by Wikipedia), "the term 'homophobia' is often used inaccurately to describe any person who objects to homosexual behaviour on either moral, psychological or medical grounds. Technically, however, the term actually denotes a person who has a phobia – or irrational fear – of homosexuality. Principled disagreement, therefore, cannot be labeled 'homophobia'." My case is that of objection on moral grounds. Hence, I cannot be viewed as a homophobe, because, in fact, I am not.

Being a human rights defender by nature and generally a peaceful tolerant person with a pacifist world view, I would never deliberately offend or discriminate any person or a group of people. Nor would I ever cross the boundaries, set by the amount of freedom of speech and expression assigned to me as an individual.

Therefore, if it ever appeared that I was willingly offending a specific category of people through my musical activities, I can sincerely assure the persons concerned that I had never been driven by such a motive.

I sincerely regret that it all led to certain forms of misconception, I regret that people were offended by the above-mentioned video and I truly wish to settle the matter once and for all.

Silence is not a solution

World AIDS day – this is the day when the world wears red ribbon and takes actions to stop AIDS.

World AIDS Day in Armenia – this is the day when not all Armenians but at least several NGOs are raising the worldwide issue in the country. Since 2008 those NGOs work together, organize joint events and build stronger capacity for HIV awareness, prevention, treatment, care and human rights protection. Public Information and Need of Knowledge NGO (PINK Armenia) is one of them.

This year UNAIDS, UNDP and Mission East Armenian Branch supported local organizations to conduct joint event dedicated to the World AIDS Day. Event was prepared due to the World AIDS Campaign’s slogan “Universal Access and Human Rights”. PINK Armenia together with Real World Real People, Women Resource Center, Positive People Armenian Network, National Center for AIDS Prevention, Education in the Name of Health, Armenian Red Cross Society and Public Health Information Statistics created booklets with stories, telling the cases of human rights violations addressed to the people living with HIV, men having sex with men, sex workers, migrants, injecting drug users, women, the problems that they face in families, at workplace and in general in the society. The booklet was available during the UNAIDS press conference on December 1st for journalists, parliamentarians, civil society representatives and other guests.

That day, from early morning we gathered in front of the building housing many of the country’s Ministries, and set up special windows that carried the message “Open and see who can be affected by AIDS.” When people opened the window they saw themselves in the mirror, the meaning was that anybody can be infected with HIV. Usually people think that AIDS is not their problem, only drug users, “bad” women or gays can be affected by AIDS. We wanted to show that there are no risky people, but there is risky behavior that any of us can have. Mostly governmental employees didn’t pay attention, either they were late or they thought it was some action against them.

Later that day, we marched in the central streets of Yerevan, distributing info materials and spreading the message “Silence is not a solution”. During the march we had flashmobs with panels, when we put those panels together we had the slogan of the event and on the other side red ribbon. In front of the march participants were holding big red ribbon made of balloons. In the end of march, near the Opera House, we had the last flashmob there and blew up the balloons to break the silence.

To compare, if last year young people were passing by and asking: “Why are you having this event? We don’t have AIDS in Armenia,” this year people were more aware.

For HIV prevention there are 3 main steps: awareness, advocacy and behavior. Now we know about HIV, also awareness raising actions are widely spread in the country to inform about the ways of transmission and how to prevent it, but do we behave safer? That is the reason that we have a lot to do in order to prevent the practicing of risky behavior. And which is the most important – never keep silence, talk about it, ask if you don’t know and inform others when you are aware, protect your rights and help to advocate for others’ rights as well.

World AIDS Day: Challenges Facing Armenia

Today is World AIDS Day—the day of the year when the world’s attention is temporarily fixated on a social phenomenon that has stolen the lives of millions of people around the world over the last 30 years.

But there is some good news. A new report by the United Nations Program on HIV/AIDS (UNAIDS) shows that the AIDS epidemic is beginning to change course as the number of people newly infected with HIV is declining and AIDS-related deaths are decreasing.

Yet, despite important advances over the last 10 years, some 2.6 million people became newly infected with HIV last year. Africa continues to be the region most affected by the epidemic. But now a new trend is emerging: In seven countries, mostly in Eastern Europe and Central Asia, new HIV infection rates have increased by 25 percent in recent years.

Here’s the bad news. ARMENIA is #1 on that list. In our motherland, the epidemic is concentrated primarily among people who inject drugs, sex workers, gay men, and other men who have sex with men. It is no coincidence the epidemic is spreading in populations that are socially marginalized and politically irrelevant. Stigma, discrimination, and violence against LGBT Armenians and other vulnerable groups fuel the spread of HIV and AIDS.

Today, this injustice is tainting the moral character of our resilient people. The Armenian government, civil society groups, the private sector, the church, and the media all have a critical role to play in respond to our generation’s greatest challenge. And so do we.

As diaspora, we must face up to this new reality. We have a responsibility to raise awareness in our homes and in our communities—in schools, with lawmakers, community leaders, the media, and the church. Above all, we must support our courageous brothers and sisters working in our homeland each and every day for equality and social justice.

Get involved—write a letter to your local Armenian newspaper, encourage community leaders to raise awareness at events and support NGOs in Armenia fighting the good fight.

"Stop violence" with... violence. P.S. re recent abuse and violence scandals in Armenia

Starting with the case of that Nubarashen school pedophile teacher, then army and school abuse videos, and then the highly publicised recent domestic violence case, what I noticed - not infrequently - that some people, even among ‘stop violence’ campaigners, in the heat of emotional debate call for lynching of those suspected in abuse or violence.

Yes, it’s understandable that emotions may run high, and things may be said (but not meant to) in the midst of heated debate or as an immediate emotional reaction to horrific crimes.... But you simply can’t fight violence with violence. This will not solve any problems. Instead, it will ensure a vicious circle of everlasting violence.

Let’s take a very recent example of domestic violence in Armenia, that rightly resulted in an outrage, and petition was launched (I supported and signed it) calling for law against domestic violence.

In total, there were 3196 signatures with/without comments, now passed to the prime minister.

A friend of mine disturbed by certain comments posted on the petition 'Armenia Must Pass Domestic Violence Legislation', compiled a list of all of those signatories (28 in total) who "wished bodily violence and death upon the husband and/or mother-in-law of Zaruhi Petrosyan". He rightly pointed out that “we need to prevent domestic violence, not practice lynch mob rule”.

It is also disturbing that a person (e.g. petition signatory 3179, screenshot below) would use a slanderous and bigoted term about a sexual minority group to express his anger over a domestic violence issue. This ‘injustice by injustice’ approach totally devalues his own signature.

Thankfully, 28 comments make up less than 1% of the total number of signatories.

Interesting geographical distribution of such comments: 22 of the 28 comments came from California(!); 2 from Armenia; 1 from Turkey, Australia each; and 1 from the states of Wisconsin and Florida each. As friend commented, “Americans seem to be the most 'stop violence with violence' people...in a country where the death sentence is practiced regularly, but I am not sure about in California....”

Below are just few selected extracts to demonstrate the point.

No. 2,787 I would beat the living hell out of this prick and set his mother on fire!

No. 2,763 That man and his disgusting mother should be beaten the same way and crushed to death.

No. 2,553 Maybe it's not only time to sign a petition, maybe it's time to personally fight back. Go get your bats and your guns, grab your pots and your pans, they work too, and turn around and do what Madea says. Beat them back!!

No. 2,406 This mother and son should be charge with first degree murder and death penalty sentense for them they should hang in middle of town

No. 1,815 Put a piece of cloth in his mouth take him toYerevan city square and pull his nails in front of the public then hang him

Or, for example, No. 484:

In the past, I heard of Arab females being stoned to death and even seen a true story about it "The Stoning of Soraya M". But I never heard an Armenian version of it. I can't believe beating an individual to death still occures with a mother-in-law having to be the main suspect.

Saying that, and presumably considering it deploring, she then continues:

It's sad to say, but in my personal opinion I believe she should get beaten the same way and let along to die. Don't only stick a dirty peice of cloth in her mouth, but stick in up her ass. The mother-in-law as well as her xangarvats son need to die exectution style. The best method for these types of people is Iranian style "stone to death".

Rule of law, education, trainings, changes in law, and similar measures... that's what I'd like to see instead.

Round table, sharp corners

LGBT rights in Armenia

Institute for War and Peace Reporting (IWPR) Armenia Branch organized a round table discussion on Armenia’s LGBT community (lesbians, gays, bisexuals, transgenders) problems and possible ways of their solution which took place at their office on 24 September, 2010.

Representatives of Armenia’s Ombudsman office, police, ministries of justice and labor and social affairs, government officials, as well as representatives of local and international human rights organizations, media and LGBT community were invited to take part in the round table discussion.

Three ministries promised to send representatives but their promises never came true. It is not the first time in our experience that Ministry of Health refused to take part in the discussion with regard to this issue; both MOH and Ombudsman office reaction was: “What does this have to do with us?” Anyway we were informed that Edurd Pilatov from the Human Rights Defender office arrived, registered, then left for smoking and disappeared as a phantom.

The discussion has opened Sara Khojoyan, the author of the article “Armenian Gays Face Intolerance, Discrimination” published in July, 2010. Then Mamikon Hovsepyan, president of Public Information and Need of Knowledge NGO (PINK Armenia) introduced the outcomes of organization’s sociological research and legal analysis implemented and presented in May this year.

In his speech M. Hovsepyan mentioned that homosexuality exists in the whole period of the history, and each society in the world accepts it in a unique way. Intolerance is based on the traditions, norms and social memory. He also presented the ways of discrimination in the country and those fields where LGBT rights are being violated.

The next speaker, Lusine Vayachyan, writer, human rights activist, presented the situation of transsexual people in Armenia and problems of sex reassignment surgery (SRS).

She recalled a friend of hers, Norayr, a citizen of Armenia who wants to change his sex from female to male, who went to see an endocrinologist who, after running chromosomal tests determind Norayr as having female chromosomes, advised him to go see a psychiatrist for “treatment.” When Norayr mentioned that being transsexual is no longer considered a mental disorder and he does not need to be “treated,” the endocrinologist advised him to go to Russia. Norayr has “never met a doctor in Armenia who knows what it is to be transsexual.”

Vayachyan further added that doctors in Armenia either don’t know or don’t want to know the difference between transsexuals and hermaphrodites.

The representative of PINK Armenia mentioned that discrimination against LGBT people occurs in all facets of life: at school and at work, in military service, while seeking healthcare services, and so on.

Despite the fact that the World Health Organization (WHO) removed homsexuality from their list of mental disorders in 1990, according to Hovespyan, Armenia does not prescribe to the WHO criteria and still labels homosexuality as a mental disorder. Thus, gay men in Armenia can be exempt from military service if they state their sexual orientation.

Hovsepyan recalled an occasion when a group of officers had called out derogatory terms referring to gays to a man on the street who had then actually filed a complaint with the Ombdusman on July 1, 2009 (complaint no. 1–0508). However, the RA Police replied to the letter of Ombudsman in which they described the incident much more mildly saying the man was simply brought in for questioning for 5 minutes and had his identity checked by checking his passport. According to Hovsepyan, the Ombudsman believed the police’s word over the victim’s even though the man didn’t even have his passport on him that day.

“Why do they trust the letter by the police and not by the citizen?” Hovsepyan asked.

Furthermore, he said that when IWPR representative Sara Khojoyan asked the Ombudsman if there were any complaints by LGBT people registered with their office, the Human Rights Defender had said no. Drawing on the incident he mentioned, Hovsepyan said, “Let them not say there were no complaints.”

Mamikon Hovsepyan added that discrimination also occurs in the media — through news stories that ridicule, criticize and demean the lives and experiences of LGBT people in Armenia. In many cases media gives wrong information to their auditorium about sexual orientation and gender identity, journalists promote hate in their speeches.

He mentioned the example of A1+ that it was one of the most tolerant and highly appreciated media in Armenia though it became an ordinary one nowadays which is providing information that is discriminatory or making fun of LGBT people.

Sevak Kirakosyan, one of the participants, recalled the journalists to use proper terms which do not harm or violate LGBT rights and human dignity, and Lusine Vayachyan asked to invite representatives from the Language Inspector next time, because we still do not have translation of words and phrases regarding sexual orientation and gender identity, and each of us are using different terms.

Support women living with HIV

Each culture during different periods of its history perceived gender and sexuality in a unique way. In fact our understanding about gender norms and sexuality is formed under the influence of various factors, such as traditions, policy, and religion. This gender roles and stereotypes have their influence on the circumstance how man and women behave during sexual relations.

Today in Republic of Armenia girls and women face gender discrimination, including gender violence, they are forced to implement traditional roles, have limitations in family planning possibilities.

Each of us has sexual rights, which includes sexual education, right to get information about infections and healthcare. Existing traditions and stereotypes about gender roles do not give an opportunity to women and girls to ensure the realization of their sexual and reproductive rights. The society expects woman to have passive role in issues regarding sexuality. As a rule women are criticized, stigmatized and discriminated if they try to make decisions with regard to their sexual life. The society does not accept when woman tries to take care of her health, have safe sexual behavior, make decisions about family planning due to the prejudiced attitude toward women’s active role in sexual life.

In case if we talk about gender equality and that each member of the society has to have equal opportunities, this kind of attitudes must be changed. When we talk about gender equality we can’t miss the fact that equality must be in all spheres of life including sexual life. There is a need to eliminate discrimination and break stereotypes by ensuring woman’s sexual and reproductive rights. Women have right to get appropriate, comprehensive information and education about sexual and reproductive health, which will give them an opportunity to make balanced decisions about their sexual life, protect their and their future children’s health.

The gaps in sexual and reproductive health education and vulnerable state of rights lead to the situation where many people in Armenian society do not consider themselves vulnerable in terms of HIV. Due to stereotypes and prejudice woman does not have a right to make decisions about her sexual and reproductive health, which makes her double vulnerable.

So we can conclude that societal stereotypes about the role of woman in sexual life put her and her future baby’s health under a threat and under the risk to be infected by HIV.

When we talk about woman vulnerability in terms of HIV there is a need to talk about female sex worker’s vulnerable and endangered situation as well. Sex workers face stereotyped and discriminative public attitude, which leads to their marginalization in the society. That brings to the vulnerable state of sex workers with regard to HIV infection.

Sew workers are not protected by law. They are not protected from violent actions of the ones who use their services. Those sex workers who undergo violence have few chances to be protected by the state. The lack of protection put sex workers under the risk of violence and in such environment HIV can easily spread.

It is also important to mention that due to stereotypes sex workers are deprived from healthcare, legal and social services. Due to discrimination and stereotypes they can have fear of applying to appropriate services. In this case they are more possessed to be infected by HIV and transmit it to the ones who use their services.

The Human Rights and HIV/AIDS: Now More Than Ever campaign will march and rally for human rights at 18th International AIDS Conference on July 20, 2010 in Vienna.

Internationally acclaimed singer songwriter and long-time AIDS activist Annie Lennox will headline an historic rally in downtown Vienna. The march and rally will feature a memorable live musical performance by Lennox and provide an opportunity for people to demonstrate their commitment to protecting human rights and stopping the spread of HIV.

The event will consist of a 30-minute peaceful march in downtown Vienna to a public rally with government leaders, human rights and AIDS advocates, and people affected by HIV. Following the speeches, Annie Lennox will give a special presentation of her SING Campaign, which will include a musical performance and some short films highlighting the issues that surround HIV and AIDS.

The event will highlight the central role of human rights in the response to HIV. It will focus on the human rights of people living with HIV and of those affected by HIV, especially women and young people, gay, lesbian, and transgender people; and people who engage in sex work or who use drugs. It will focus on the global AIDS struggle as well as pressing concerns in Austria.

XVIII International AIDS Conference

The International AIDS Conference is the premier gathering for those working in the field of HIV, as well as policy makers, persons living with HIV and other individuals committed to ending the pandemic. It is a chance to assess where we are, evaluate recent scientific developments and lessons learnt, and collectively chart a course forward. The 18th International AIDS conference theme is Rights Here, Right Now, emphasizing the central importance of protecting and promoting human rights as a prerequisite to a successful response to HIV.

About 25,000 researchers, policymakers, and activists are attending the six-day biennial International AIDS Conference, which begins on July 18 in Vienna. Speakers include former US president Bill Clinton and Microsoft founder and philanthropist Bill Gates.

The conference will focus in part on G8 countries' commitments to sustain the Global Fund to Fight AIDS, Tuberculosis, and Malaria. IAC is also expected to draw attention to human rights abuses in countries with laws that target and stigmatize persons living with HIV, as well as the dire situation in some parts of Eastern Europe and Central Asia, where the spread of HIV has been particularly rapid.

Saturday, before the conference was set to open, celebrities gathered for Vienna's annual AIDS dinner and Life Ball. Clinton was present, along with Hollywood actress Whoopi Goldberg, singer Patti Labelle and German tennis legend Boris Becker.

The AIDS 2010 programme will present new scientific knowledge and offer many opportunities for structured dialogue on the major issues facing the global response to HIV. A variety of session types – from abstract-driven presentations to symposia, bridging sessions and plenaries – will meet the needs of various participants. Other related activities, including the Global Village, satellite meetings, exhibitions and affiliated events, will contribute to an exceptional opportunity for professional development and networking. Following the success of the pilot programme at AIDS 2008, the 18th International AIDS Conference will provide or facilitate hubs (centres) where selected sessions of the conference will be screened, to increase the access to the conference programme.

UN Millennium Development Goals set 2010 as the target for universal treatment for HIV/AIDS by everyone who needs it, but that deadline has not been met.

Some 4.7 million people in the world received HIV treatment at the end of 2008, only 42 per cent of those who needed it, according to UNAIDS.

Worldwide, there were some 33.4 million people living with HIV in 2008. Sub-Saharan Africa, home to 67 per cent of all people with the AIDS virus, is the most affected region.

In Europe, Ukraine has the highest rate of HIV infection, at 1.6 per cent.

Activists say that governments are backtracking from funding for the treatment, both domestically and internationally.

"It seems that the political leadership is losing interest," said Julio Montaner, president of the International AIDS Society (IAS), the conference organizer.

Michel Sidibe, the head of the Joint United Nations Programme on HIV/AIDS (UNAIDS), said universal access was "a fight for human justice."

He urged a "prevention revolution" that would lead to development of a single pill for treatment of people infected with HIV, the virus that causes AIDS.

MSF@IAC2010 informs that after a decade of important progress on AIDS treatment in developing countries, donors are walking away from AIDS when 10 million people are still waiting for treatment.

Be heard! Global Forum on MSM & HIV

The Global Forum on MSM & HIV (MSMGF) starts the 4th pre-conference on July 17, 2010 to the 18th International AIDS Conference in Vienna Austria. This one-day event explores the challenges and best practices in achieving universal access to HIV-related prevention, care, treatment, and support services for sexual minority communities worldwide.

Be Heard! convenes 450 human rights advocates, artists, researchers, public health officials, multi-lateral organizations, and global donors for a day of workshops, skills building, information exchange, and networking sessions. The MSM pre-conference will be followed by an evening networking reception.

MSMGF recommends a rights-based and person-centered approach to developing guidelines that will help transgender persons receive non-discriminatory, non-judgmental and quality health care. There has been an international wave of advocacy calling on authorities such as the American Psychiatric Association (APA) and World Health Organization (WHO) to depathologize transgender identities. Pathologizing gender identity variance as a ‘psychiatric disorder’ only perpetuates the stigma, discrimination and violence that these individuals experience around the world.

As a global advocacy organization working for the health and human rights of men who have sex with men (MSM), the MSMGF is familiar with stigma within health system structures and its negative impact on individuals and communities. For instance, the classification of homosexuality as a mental disorder by institutions such as the APA until 1973 and the WHO until 1993 helped endorse discrimination against gay men and other MSM at multiple levels. Stigma and discrimination impact health by heightening HIV risk factors, including social isolation, and compromising access to HIV prevention, care and treatment services. Transgender persons are also the targets of stigma and discrimination that can be exacerbated by a mental diagnosis, ultimately resulting in compromised health and wellness.

Make it happen! The Vienna YouthForce pre-conference

On July 14 the Vienna YouthForce begins its three-day pre-conference, an event open to young people attending the 18th International AIDS Conference. The pre-conference conists of informative sessions and skills-building workshops on HIV and AIDS issues ranging from scientific knowledge to effective political advocacy.

The pre-conference brings together more than 300 young activists and researchers from 100 different countries to prepare youth delegates to be effective advocates on issues that affect them. All the activities are organized in partnership with other activists and organizations who voluntarily participate on various different committees.

Public Information and Need of Knowledge Armenian NGO is presented by Marine Margaryan, NGO's projects coordinator.

Every two years, tens of thousands of experts, advocates and decision-makers gather for the international AIDS conference, the largest health-related event in the world. With each conference, young people, who have so much at stake in addressing this issue, have been playing an increasingly large role in the proceedings.

The overall theme for the conference is Rights Here! Right Now. The advocacy campaign of the Vienna YouthForce focuses on the 3 HRs: human rights, harm reduction and health resources.

Many lights for human rights

Old friends were again together to light their candles for those people who passed away from AIDS. This year AIDS Candlelight Memroial was celebrated on May 16. Positive People Armenian Network, Real World Real People with Public Information and Need of Knowledge NGO conducted the event "Many Lights for Human Rights".

We started event at 6pm, when everybody gathered at Cascade. Participants took part in sewing the quilt which had 207 pieces, exactly the number of people who have died from AIDS.

Later we all lighted the candles, and let the red and white balloons fly in the air. There were different messages on the balloons promoting tolerence toward people living with HIV.

The Day of Silence

The Day of Silence is a student-led national event in USA that brings attention to anti-LGBT name-calling, bullying and harassment in schools. Students from middle school to college take some form of a vow of silence in an effort to encourage schools and classmates to address the problem of anti-LGBT behavior. The event is designed to illustrate the silencing effect of this bullying and harassment on LGBT students and those perceived to be LGBT.

In 1996, students at the University of Virginia, USA organized the first Day of Silence in response to a class assignment on non-violent protests. Over 150 students participated in this inaugural DOS. In 1997, organizers took their effort nationally and nearly 100 colleges and universities participated. In 2001, GLSEN became the official organizational sponsor for the event.

GLSEN, the Gay, Lesbian and Straight Education Network, is the leading national education organization focused on ensuring safe schools for all students. Established nationally in 1995, GLSEN envisions a world in which every child learns to respect and accept all people, regardless of sexual orientation or gender identity/expression.

HIV/AIDS stigma as a major challenge in achieving universal access

Since the face case of HIV/AIDS was reported in the world, the pandemic has change the behavior of the world, the disease has killed 25 million people and infected 40 million more. It has become one of the world’s leading causes of death among both women and men aged between 15 and 59. It has inflicted the single greatest reversal in the history of human development. In other words, it has become the greatest challenge of our generation.

As the number of infections continues to increase, stigma and discrimination remains a formidable challenge to achieve universal access to prevention, treatment, care and support. HIV/AIDS-related stigma and its associated discrimination affect all aspects of HIV prevention, diagnosis, treatment and care. HIV thrives in an environment of ignorance and erodes social support for infected people, which is access to information, support, economic and legal services.

One lesson we have learnt in the Care and Support Project is that stigma and discrimination promotes the culture of silence – people fear to talk about HIV ands AIDS, let alone disclose there status. Stigma, discrimination, Poverty and denial, as well as lack of confidentiality, contributes to a climate of fear. This undermines prevention, care and treatment efforts and further increases the impact of the epidemic on individuals, families, communities and society at large.

The impact of stigma on the affected individual can lead to depression, guilt and shame, as well as to behaviour that limits participation within communities and access to services intended to assist them. HIV/AIDS-related stigma constantly reminds members of the discriminated groups that they are social outcasts or even deserve to be punished. If people are mocked or treated with hostility, they may feel uncared for and are therefore less likely to take steps to protect themselves.

HIV/AIDS-related stigma and discrimination is a major obstacle to effective prevention and care for it can prevent governments (national authorities) from getting a true picture of the burden of the pandemic because people are not coming forward for testing, care and support. This compromises planning, allocation of resources and provision of services to people with HIV and for people from other highly vulnerable groups.

Stigma and discrimination hinders prevention interventions by fostering ignorance about facts on HIV. HIV/AIDS-related stigma discourages people to get tested or when they get tested, from returning for their test results. Some avoid clinics known to be testing for HIV. Others believe that the fact that they have been tested it will eventually reach the rest of the community.

The fear of being stigmatized results in women, men and young people being unable to look after their sexual and reproductive health – accessing sexual health information, treatment and methods for HIV and STI prevention, such as the condom use. Some infected individuals may choose not to change or adapt their behaviour to reduce the risk of HIV/AIDS transmission for fear that such a change would arouse suspicion and stigma. Stigma by health-care providers nurses, doctors impacts on access to treatment in health centers and hospitals. Some medical workers, in an attempt to avoid having contact with people living with HIV/AIDS or provide care, pass patient from one health worker to another or from one hospital to another.

Stigma and discrimination has made the medical management of HIV and AIDS very stressful despite efforts to create more awareness. Social stigmatization of the disease frustrates efforts to apply the most effective medical interventions in the management of HIV and AIDS, counseling, testing and treatment. It causes individuals to shy away from tests hence treatment is delayed or not received at all. Delayed treatment can contribute to the continued spread of the Virus because people do not know their status.

Reducing stigma and discrimination is crucial to the success of Universal Access to HIV/AIDS treatment, prevention, care and support programmes, as the quality of such programmes can and do depend on the degree at which health centers and hospitals welcome and respect the rights of the individuals living with HIV/AIDS.

All 47 Counsil of Europe countries unanimously agree on historic human rights recommendations for lesbian, gay, bisexual and transgender people

On March 31, 2010 the Committee of Ministers of the Council of Europe, representing the national governments of its 47 Member States, unanimously adopted historic Recommendations on measures to combat discrimination on grounds of sexual orientation or gender identity. This is the world’s first intergovernmental agreement codifying the application of human rights standards to LGBT people.

The Recommendations establish how international human rights standards should be applied to LGBT people and contain specific measures for Member States on how they should improve their legislation, policies and practices to address discrimination against LGBT people in such areas as

- hate crime and hate speech;
- freedom of association, expression and peaceful assembly;
- right to respect for private and family life;
- employment;
- education;
- health;
- housing;
- sports;
- right to seek asylum.

Additionally, the Recommendations prescribe that Member States should ensure that national human rights structures are clearly mandated to address discrimination on grounds of sexual orientation and gender identity. They also encourage Member States to address multiple discrimination experienced by LGBT people.

ILGA-Europe’s only regret is that the Member States did not go as far as we hoped for in some areas, particularly family rights.

Martin K.I. Christensen, Co-Chair of ILGA-Europe’s Executive Board, said:
“This is a truly historical development! For the first time in history the European continent came together to codify human rights’ applications to LGBT people. As we celebrate this landmark in European human rights history, we also hope that these Recommendations will help to advance the human rights for LGBT people beyond Europe. ”

Linda Freimane, Co-Chair of ILGA-Europe’s Executive Board, added:
“These Recommendations go well beyond the current situation in many European countries for LGBT people and will surely serve as a blueprint for our members in working with their national governments. We will also follow closely the three year review mechanism agreed by the Committee of Ministers to ensure the full implementation. Finally, we encourage the Council of Europe to organise a campaign among its Member States to promote these Recommendations.”

The Committee of Ministers is the Council of Europe's decision-making body. It comprises the Foreign Affairs Ministers of all the Member States, or their permanent diplomatic representatives in Strasbourg.

Armenia: Gays live with threats of violence, abuse [EurasiaNet report]

Two years after Yerevan signed an international agreement to uphold the civil rights of gays, homosexuals in Armenia still face the constant threat of physical abuse and social isolation because of their sexual orientation.

"When my parents learned that I was homosexual, they first beat me and then kicked me out," Armen, a 22-year-old Yerevan resident who works as a teacher, told EurasiaNet.org. "Even now, after years have gone by, my mother doesn’t let me in, and some of my friends keep asking whether I’m really one of ’those’ people."

Armen (not his real name) says he realized he was gay at the age of 13 when he fell in love with his classmate. He met his first boyfriend in an online chat room when he was 20.

"I introduced him to my parents as just one of my friends. But one day my mother saw me kissing him, and that’s when all this started," Armen said. "My mother yelled that I’d better be dead, and my brother left the army to come home and beat me. So I went to live in the streets." Armen now lives with his grandmother.

Homosexuality has not been a criminal offense in Armenia since 2003; two years ago, the country signed the United Nations Declaration on Sexual Orientation and Gender Identity, which asserts the right to equal treatment regardless of sexual orientation or gender. It has also ratified a protocol to the Council of Europe’s Convention for the Protection of Human Rights and Fundamental Freedoms that bans all forms of discrimination.

But gay Armenians are still often the targets of discrimination. Aside from the risk of losing work, homosexuals face becoming social outcasts - a heavy burden in Armenia’s communal, family-centric culture. Some families have been known to emigrate to escape the stigma of having a gay family member. Similar social prejudices prevail in neighboring Georgia and Azerbaijan as well.

The United States Department of State’s 2009 Human Rights Report described the Armenian public’s views on gays as "highly unfavorable;" homosexuality is "largely" seen as "an affliction," the report found. [For additional information click here].

"Armenia has always been intolerant toward homosexuals," commented Mikael Danielian, the chairperson of the Helsinki Association of Armenia, a human rights non-governmental organization.

Danielian says that his organization regularly receives alarming calls about attacks on suspected homosexuals. But criminal cases for the assaults usually are not filed because victims are afraid of publicity and additional public scorn, he said.

"Frankly speaking, we cannot do anything in these cases," Danielian said. Sometimes, gays who have been the alleged victims of discrimination simply want attacks mentioned in the organization’s reports, he added.

One recent assault was reported in mid-February when local media outlets claimed that Yerevan Mayor Gagik Beglarian had ordered police officers to use force against suspected homosexuals and transvestites who allegedly routinely gathered in a park adjacent to the mayor’s office. Yerevan mayor spokesperson Anzhela Martirosian declined to comment on the reports, maintaining that the incident "didn’t concern the mayor’s functions."

One new political group has welcomed what it sees as the mayor’s decision to rid the Armenian capital of homosexuals. The National Conservative Movement, a small right-wing party founded last year, hailed Mayor Beglarian as a "true Armenian man" and urged supporters to continue attacking homosexuals.

Gay rights and violence against homosexuals are not issues that other political parties -- whether members of Armenia’s governing coalition, or in the opposition -- discuss publicly.

The Armenian Apostolic Church is similarly reticent. Father Vahram Melikian, spokesperson for the Mother See of Holy Echmiadzin, the seat of the Armenian Apostolic Church, identified homosexuality as "a sin" and "negative phenomenon."

"[B]ut even these people can be granted absolution and come back to the right path," Father Melikian said.
Anti-gay attitudes appear to run particularly strong in the military. Since 2004, gays have been exempted from military service for supposedly being mentally ill.

One man, who gave his name as Narek, told EurasiaNet.org that an army officer had beaten him when he revealed his homosexuality during a psychiatric exam for military service. Narek claims that he spent three days in a mental hospital and was discharged from military service with the diagnosis of a "personality disorder."

One non-governmental organization, Public Information and Need of Knowledge (PINK Armenia), was formed in 2007. It aims to raise awareness about minority rights, and advocates for a break with traditional prejudices. "We live in an atmosphere where people are full of hateful words against homosexuals, and this drives them to commit hate crimes," commented Marina Margarian, PINK Armenia’s project coordinator. "An atmosphere exists where being gay is a terrible disgrace and beating a gay person is an honorable act."

Given the fear of reprisals, many Armenian homosexuals try to keep their contacts with other gays as discreet as possible. The members-only Armenian gay social network www.GayArmenia.com thoroughly scrutinizes a candidate’s personal data before admitting him as a member. The website has about 1,000 registered users, half of whom live in Armenia.

"The access to the website is limited for security reasons because many people were afraid to place their photos. And we had to create a place where homosexual men could meet safely," said GayArmenia.com founder Micha Meroujean.

Reason exists for such caution, states one gay young man, who claims that some his friends were badly beaten by unknown assailants after trying to establish contact with an allegedly gay man through an online dating service.

Chances for change appear slim. Said Meroujean, who emigrated from Armenia to Europe to escape mistreatment: "Society’s bad attitude again and again shoves Armenia’s homosexuals into the closet."

Jirair Ratevosian: “Changing Policy, Opening Hearts” - from Uganda to Armenia

In Uganda, if a mother suspects her child of being gay or lesbian and does not inform authorities, she could be jailed. This is one of many unconscionable repercussions if a proposed bill becomes law in Uganda. Not only does the bill deny the very basic rights that so many of us take for granted, the sentiments it fuels in Uganda and around the world poison the character of our humanity.

Armenia, which decriminalized gay sex in 2003, is one of 67 signatories on an important UN declaration condemning harassment and prejudice based on sexual orientation.

Despite these laudable policy changes, there is not enough attention paid to the development of greater tolerance in Armenian society. Prevailing discrimination and harassment dehumanizes LGBT members of our community, and puts gay men and other men who have sex with men at higher risk of HIV infection than the general population.

HIV transmission among men who have sex with men is rising, accounting for nearly two percent of HIV infections, according to the National Centre for AIDS Prevention in Armenia. However, health experts and activists believe the official figures hugely underestimate the numbers of people living with HIV/AIDS and newly acquiring HIV infection in the region. Homophobia and discrimination—which invade the healthcare setting—are in large part to blame for driving gay men and other men who have sex with men underground and away from lifesaving HIV services and official statistics.

While there are many challenges to understanding and responding to these “hidden epidemics,” the time has come for all of us to be part of the solution. National governments, the private sector, churches, non-governmental organizations, and the media each have a role to play in strengthening capacity and willingness for a broader and more effective response to HIV/AIDS. For each of us, this means displaying greater acceptance and willingness to discuss these issues openly and free from judgment and hatred.

Injustice in our community taints the moral character of our resilient people, who in history have been targets of hatred and brutality, simply for existing.

While time opens hearts and brings greater tolerance, each of us must be a force for unity in our common desire to live a free and dignified life. Our history would expect no less.

GYLA’s Statement on Illegal Actions against Inclusive Foundation

Georgian Young Lawyers’ Association (GYLA) condemns illegal actions of the Ministry of Interior Affairs’ (MIA) officers against Inclusive Foundations and calls for immediate response to campaigns waged against NGOs recently. According to the December 23 press release of Inclusive Foundation, on December 15, 2009, at 7:00 pm the organization was raided by the police, who did not wear police uniforms and did not provide a search warrant at the request of the organization members. The also refused to reveal their identity. The police officers searched thirteen individuals present at the office, while making degrading, humiliating, abusive and threatening remarks toward the organization members. Paata Sabelashvili, the leader of the organization was arrested and charged with drug possession.

GYLA is the first to evaluate the noted incident. We emphasize following violations of law:

• Those present at the office were searched without a warrant. Their cell phones were seized, although it is unclear whether substantial evidence existed that they were hiding an item to be found;

• Police officers searched individuals that arrived at the office later without a search warrant, although it was impossible for them to hide the item to be found, as they were not present when police officers started searching;

• Personal search reports were not drawn up and the office search report was not handed;

• Regulations of law were violated during the search and seizure at the foundation; more specifically: packages seized were not bagged and sealed on spot. As the defendant declares, all three packages were placed in a black plastic bag, rolled over and kept that way (one of the police officers put it in his pocket). The defendant signed the seal later at the police station. It shall also be noted that all items and documents found during the search shall be first presented to officers engaged in the investigative activity, their detailed description shall be recorded in the report and bagged and sealed when possible. Apart from the seal, the bagged item shall be displaying date and signatures of those officers who participated in the investigative activity. An item or a document obtained as a result of an unlawful search, through violating noted regulation loses or does not acquire the meaning of evidence and is inadmissible in trials to substantiate the accusation or the verdict of guilty.

• Under the law, officers performing the search shall “avoid damaging lock, door or any other item and disturbing an order at an apartment or any other premises to be searched as much as possible”. During the search of the Inclusive Foundation office unnecessary damage of items occurred on part of searching officers. LGBT posters were torn down. Noted actions could have never been relevant to purpose of the search to find and seize the evidence of an offence or and item obtained illegally. Under Para 2 of Article 4 of the Law on Police of Georgia, discrimination is forbidden, while Article 3.3. of the Police Code of Ethics of Ethics specifies that “policeman shall fulfill imposed duties justly, impartially and shall ensure equality of every citizen before law, regardless of race, sex, language, religion, political or other opinions, national, ethnic and social belonging, origin, education, property and title, place of residence or any other personal condition”. Under the “10 Basic Human Rights Principles” of the organization Amnesty International, law enforcement officers shall provide particular care and attention to such vulnerable groups as minorities while fulfilling their duties. Apart from the above mentioned procedural violations, we consider that abasement of dignity of sexual minorities by MIA officers during fulfillment of their duties, as well as the use of uncensored vocabulary, threats made against foundation members, use of homophobic expressions intended to intimidate them, is directed against ethical norms and is discrediting MIA at the same time. Under the Disciplinary Regulations of MIA and the Police Code of Ethics, noted circumstances provide basis for MIA officers’ legal liability. GYLA calls on MIA’s General Inspection and other relevant bodies to examine violations listed in the statement immediately and exercise legal liability measures against individuals concerned.

Paata Sabelashvili, board member of ILGA-Europe’s Executive Board and a leader of the Inclusive Foundation in Georgia, has been released and is now recovering after nearly two weeks detention.

Nevertheless ILGA-Europe is concerned with the continuous surveillance of the Inclusive Foundation office by Georgian police, including tapping the telephone conversations of the Inclusive Foundations staff.

The other worry is that Georgian police still monitors the office and that other leaders of the Inclusive Foundation, Tinatin Japaridze and Eka Agdgomelashvili, continue to be under police surveillance. We call on the Georgian authorities to immediately end intimidation and any surveillance of the Inclusive Foundation office and its staff.”

On December 15 2009 at 7 pm the office of Inclusive Foundation, a well known Georgian LGBT organization, was raided by five armed men without uniform. The leaders of the organization together with about 15 community members of the ‘Women’s Club” were present in the office. They were ordered not to leave the room and were told that only their chief was of interest to them. The head of the organization, Paata Sabelashvili was taken to a separate room. Then the men made a telephone call and at about 8 pm an additional group of armed men came in. According to witnesses, they did not wear police uniforms (several of them put on jackets with the police inscription only in the office), they did not provide a search warrant, did not inform about their identity or agency they represented and did not explain the purpose of their intrusion.

Witnesses point out that several men reminded them that two witnesses had to be present during the search taking place in another room. Cell phones were confiscated, everyone was moved to a separate room where several men guarded them. Women were locked up in the room for several hours, they were not allowed to contact their families, they were humiliated by being called “perverts”, “sick persons”, Satanists. They were laughed at and several men told them that their photos would be taken and disseminated to reveal their sexual orientation. One of the unidentified men tore down a poster in the office. One of the leaders of the organization, Eka Agdgomelashvili, together with Tinatin Japaridze were threatened that they would be killed if they did not stop demanding search warrants and other official documents. Some of the armed men responded that “we will only show papers to those to whom we need to show them.”

Paata Sabelashvili, the leader of the organization, was arrested as a result of the raid. Soon after arrest he confessed to the possession of 8 grams of marijuana. However, because he made the confession before seeing his lawyer, without the presence of anyone except law enforcement officials, the validity and voluntary character of the confession is highly suspicious.

One of the armed men, distinct with homophobic statements and his aggressive behavior towards staff members, introduced himself as an Operative Officer of the Constitutional Security Department of the Ministry of Interior Giorgi Gegechkori. However, on the pretrial measure hearing of Paata Sabelashvili he appeared as Investigator David Khidesheli. Another man, who later turned out to be the head of the police division, threatened Eka Agdgomelashvili with killing if she immediately would not stop pointing out that they were violating the law. He shouted : “I will kill you!” “I will tear you into pieces!” After one of the staff members said that he was exceeding his powers, he shouted: “Sue me, I don’t give a damn”, “I am myself the Law and the Judge!”

Armed men searched through all bags of staff members in the office. Some of the bags were searched in another room when the owners were not present. Only after that they were returned to their owners. Two women officers forcibly took girls (often in pairs) to the bathroom, stripped them naked and searched them. The girls were humiliated and called “sick” in the process. There was no search protocol composed as a result of the search. Having finished the search, one of the women officers exclaimed that having seen these women, she began to hate women’s body.

Staff members of the organization are under continuous surveillance up till now. Their homes, movement in the city and office are under constant surveillance by cars full of men without uniform. One such car is permanently stationed outside the entrance to the house of one of the staff members.

The raid on the Inclusive Foundation represents a logical continuation of the policy of repression of non-governmental organizations conducted by the Georgian government. It aims at marginalizing, intimidating and discrediting human rights defenders in Georgia. One should have in mind the recent attacks on Georgian civic organizations: public broadcaster of Georgia recently aired a coverage about the alleged attempts of extortion by the members of NGO ‘Human Rights Priority’; Rustavi 2 publicized a defamatory news report about applications submitted by the Georgian Young Lawyers Association to the European Court of Human Rights; Officers of the Ministry of Interior threatened and attempted an extortion from the journalist of newspaper “Batumelebi”. Officers publicly implicated in the incident have not yet been punished despite the assurances by the Ministry of Interior.

We are concerned that particular character of the organization will be manipulated for the purposes of artificially nurturing the aggression of radical fundamentalist groups. It is noteworthy, that the Georgian government has been abstaining from defending the rights of its citizens in such situations. It portrays itself abroad as a victim of the internal clashes of liberal and fundamentalist groups, while internally it appeases to traditionally minded electorate. Hence, we are alarmed about the trend of purposeful discrediting and intimidation of the Georgian civil society leaders.

Therefore,

1) We protest the violation of basic rights, dignity, and identity of victims and demand that those persons, who performed the acts of verbal, psychological and physical violence against the members of the Inclusive Foundation be punished.

2) We demand the Georgian government to react to every similar incident as it is established by the law, conduct inquiries and punish those who perpetrate such acts

3) We appeal to international organizations and diplomatic services accredited in Tbilisi to thoroughly monitor the detention of Paata Sabelashvili and pressure the Georgian government for protection of his Constitutional rights. We ask for continuous monitoring of such incidents and for accountability of the Georgian government to defend the basic rights of its citizens.

4) Georgian media should follow the principle of the presumption of innocence of the individual and should refrain from publicizing unverified information.

5) Surveillance and intimidation of the members of the Inclusive Foundation should be immediately discontinued.

6) We appeal to the Public Defender of Georgia to investigate the instance of raid on the Inclusive Foundation and the arrest of its leader Paata Sabelashvili.

World AIDS Day 2009 "Stop the Counter"

Public Information and Need of Knowledge, Armenian Student Forum, Real World - Real People, Positive People Armenian Network non-governmental organizations conducted “Stop the Counter” action dedicated to the World AIDS Day aiming to raise society's awareness and consciousness about the spread of HIV and stigma & discrimination against people living with HIV.

In the frames of the project trainers of PINK Armenia organized "HIV awareness" training sessions for 70 volunteers of ASF from November 26 to 29.

On November 30, we organized a press conference in "Urbat" press club dedicated to the World AIDS Day (financial support by Norwegian Government). About 25 journalists participated in the discussion addressing their questions to the coordination team of the event. During the conference mainly were touched the problems of students, drug users, men having sex with men, sex workers and people living with HIV.

That evening, which was the last preparational day, stayed in our memories as a day of friendship, tolerence and unity. More than 20 people joined to make hundreds of handmade boxes, tasty cookies with the shape of ribbon, drawing on the posters and T-shirts. It was the day when people did not care if others are married or single, students or employees, gay or heterosexual, living with or without HIV.

On December 1, we all gathered near the statue of Komitas (near Conservatory) at 4pm, having white T-Shirts with numbers on it and a red ribbon on the back side. Those numbers were symbolizing the number of people being infected with HIV in Armenia.
After we moved, taking direction to Republic Square through the Northern avenue. Like never before, we had few live performances and flash mobs on the way, tryingto concentrate society's attention on the issues of HIV and human rights. We had several banners in our hands written on it: "HIV cannot be transmitted by respect, friendship, care, touch". The big Red Ribbon was held by two people in the front of the march.
At Republic Square we continued the other part of our action "Human Ribbon", to make the shape of ribbon with the help of participants as a sign of solidarity of people living with HIV.
At 6pm, as it was planned, we started the "Stop the Counter" action at Aznavour Square, near the cinema Moscow. There was a big screen, showing increasing number of people being infected with HIV, the goal of this part was to stop the counter with the help of society.There were colorful stones on the table and people were asked to make their contribution, to put one stone in the box. As heavier the box was becoming as slower the counter was working.Volunteers had time to explain people the importance of their input on prevention of HIV and respecting the rights of others. For each person we had a small box with a "Ribbon" cookie, two condoms and an info material.This was another step to break stereotypes among population about condoms, that condom can be in the same box with food and there is nothing wrong in it.
People were really active and the counter was stopped even earlier than we planned, It stoped on 2471, almost the number of people living with HIV in Armenia that statistic shows.

After we entered the cinema Moscow where National Center for AIDS Prevention prepared a movie to show. Before movie starts we had another live show on the stage, where each participant said one phrase created by the World AIDS Campaign (with few changes) in the frames of this year's slogan "Universal Access and Human Rights".

Advancing the rights of people living with and vulnerable to HIV

Human rights violations continue to hinder the response to HIV/AIDS, to place people at risk of HIV and to be addressed in AIDS programs and policy. Subordination of women constrains their ability to demand safer sex and their equal access to health and education services.

Men who have sex with men and sex workers are harassed and abused with impunity in many countries. Prisoners are denied access to HIV/AIDS services and support that are available to others. Indigenous persons and migrants face multiple forms of discrimination that inhibit their seeking of HIV/AIDS services.

People living with HIV/AIDS face a wide range of discriminatory practices in many settings. In short, in spite of widespread rhetorical support for human rights-based approaches to addressing HIV/AIDS, much remains to be done to safeguard the human rights of people living with HIV/AIDS and those most affected by the disease.

In facing these challenges, organizations of people living with HIV/AIDS, advocates and policy-makers have often needed and relied upon legal and human rights analysis and relevant research — to challenge discriminatory laws, to resist unjust or ill-informed policies, to use legal procedures to secure people’s rights and to transform social relations and conditions in ways that protect people against HIV and ensure access to dignity and care for those living with HIV.

Yet such information and tools are often inaccessible in a given language or format or seldom adapted to a particular set of new circumstances. In some cases, many resources exist on a given subject, but those who need these documents do not have the time or resources to find what they need or to work out which existing materials are most pertinent for their needs.

AIDSLEX (the AIDS and Law Exchange) gives concrete meaning to a “rights-based approach to HIV/AIDS”. This web portal is a tool for activists, community organizations, researchers, policy-makers, journalists, health workers and anyone who seeks quick and easy access to a wide range of resources about HIV, human rights and the law. It helps people around the world communicate and share information, materials and strategies, with the ultimate goal of contributing to a global effort to protect and promote the human rights of people living with or vulnerable to HIV and AIDS.

PINK breaks stereotypes

Armenian society can be described as a patriarchal one and men are viewed here as powerful and leading figure. Masculinity has exact shapes and perception and it is highly important to fit into this frames.

This is the core reason that “Public Information and Need of Knowledge” NGO decided to start “Masculinity: breaking stereotypes” project. We started this project on 29 of June, 2009. Within the framework of this project we organize trainings, group discussions and film watching activities about gender issues, perceptions, gender roles and stereotypes concerning masculinity in our society.

In the project we planned to organize an exhibition which would have the same logo as the project, that is “Masculinity: breaking stereotypes” and it took place on 17 of October at Yerevan State Institute of Theatre and Cinematography.

Both professional artists and non professionals took part in the exhibition where they presented their perceptions about how the “real man” should be and which are the main stereotypes that exist in our reality. Participants were from Armenia, Georgia, Belarus, Slovakia and USA.

During the exhibition the artists presented photos, graphic and ceramic art works, paintings and also short movies. The art works related to different spheres where stereotypes of masculinity are emphasized and appear to be an obstacle in daily life. In their works participants captured ideas about how man can be masculine and implement different roles that are not supposed to be done by an Armenian man, how understanding of who can touch whom, how and why disturb doctors in their work, harmony between men and women and how it is important to value sameness and not differences and etc.

The exhibition started with the presentation of the current project of the organization and after that 2 short movies were shown. Performance of art works was presented for the guests with the explanation of artists. Guests were asked to vote for the best art works and the 3 winners were granted according to the votes received from them and professional jury.Those who weren’t present at the exhibition will have a chance to see the electronic version of it in “Public Information and Need of Knowledge” NGO’s official website or can visit organization’s “Information, Education, Communication” office where the works will be presented during October 23 – 31, 2009.

Circumcision to fight HIV

Public health officials are considering promoting routine circumcision (surgical removal of the foreskin of the penis) for all baby boys born in the United States to reduce the spread of HIV, the virus that causes AIDS.

The topic is a delicate one that has already generated controversy, even though a formal draft of the proposed recommendations, due out from the Centers for Disease Control and Prevention by the end of the year, has yet to be released.

Experts are also considering whether the surgery should be offered to adult heterosexual men whose sexual practices put them at high risk of infection. But they acknowledge that a circumcision drive in the United States would be unlikely to have a drastic impact: the procedure does not seem to protect those at greatest risk here, men who have sex with men.

Recently, studies showed that in African countries hit hard by AIDS, men who were circumcised reduced their infection risk by half. But the clinical trials in Africa focused on heterosexual men who are at risk of getting HIV from infected female partners.

For now, the focus of public health officials in this country appears to be on making recommendations for newborns, a prevention strategy that would only pay off many years from now. Critics say it subjects baby boys to medically unnecessary surgery without their consent.

Clinical trials in Kenya, South Africa and Uganda found that heterosexual men who were circumcised were up to 60 percent less likely to become infected with HIV over the course of the trials than those who were not circumcised.

Members of Intact America oppose circumcision on broad philosophical and medical grounds, Ms. Chapin argued that the studies in Africa found only that circumcision reduces HIV infection risk, not that it prevents infection. “Men still need to use condoms,” Ms. Chapin said.

In fact, while the clinical trials in Africa found that circumcision reduced the risk of a man’s acquiring HIV, it was not clear whether it would reduce the risk to women from an infected man, several experts said.

“There’s mixed data on that,” Dr. Kilmarx said. But, he said, “If we have a partially successful intervention for men, it will ultimately lower the prevalence of HIV in the population, and ultimately lower the risk to women.”

Circumcision is believed to protect men from infection with H.I.V. because the mucosal tissue of the foreskin is more susceptible to HIV and can be an entry portal for the virus. Observational studies have found that uncircumcised men have higher rates of other sexually transmitted infections like herpes and syphilis, and a recent study in Baltimore found that heterosexual men were less likely to have become infected with HIV from infected partners if they were circumcised.

Ministry of Sport-supporter of propaganda of homosexuality?

There is an NGO in Armenia named PINK Armenia, which declares its main objective to be fighting SPID (AIDS in Russian) by providing relevant information. However, as it appears, this organisation can morally carry the role of SPID (AIDS in Russian) as on the frontline of its web page the organisation (August 20) we found out a material that glorifies homosexuality and degrades the ones fighting against it, amongst mass media.
And right next to the frontline article, on the left side it lists its supporters: Ministry of Sport and youth of Armenia and the Norwegian Embassy in Moscow. Well, it is not a surprise that one of the Armenian Ministries actually acts as a supporter of propaganda of homosexuality. As they say, ‘no comments’. And we are looking forward to the official response of the Minister on how such shame could happen. Besides, we address a question to the Ministry, on what is the support they are providing and if supporting such shameful organisations is the function of mysteries.

Each illiterate gives him/her right to express an opinion

You know now I’m sitting trying to express my opinion about Armenian journalists’ illiteracy and permissiveness on a sheet of paper but when I remember what kind of people they are I just can’t find words to fully describe, but anyway I’ll try...
It’s a pity but again l have read a homophobic article in an Armenian newspaper lately. Getting acquainted with the authors writing style I remembered fragments from my work experience with mentally ill people as the author were periodically trying to touch different topics not keeping logical connection and of course trying to devote the most part of his article to the slander of homosexuals.
It makes an impression that our journalists don’t have any other topic to write an article, don’t have any other way to get the name of cool people and also earn a few coins more. Each illiterate gives him/her right to express an opinion about the issues concerning which he/she doesn’t have any idea. I think that it is meaningless to explain that kind of narrow minded people what human dignity, respect, philanthropy and these kind of high ideas mean.
I don’t know why but almost all journalists mainly discuss the topic of homosexuality, I don’t know why but they never remember that there were and are many outstanding people among them, they just insist that it is amoral. It is evident misinformation of the society.
I don’t think that people deserve respect when they have an opportunity to provide information to wide masses and do it by spreading their personal opinion besides that when they dare to perform it in statistical indicators without taking into consideration the real opinion of the society.
I won’t forget to mention that in the last article that I have read was a call to abuse and even kill homosexuals. I think that many will agree that appropriate punishment must be applied toward such people. Fortunately there are already brave and courage activists who are standing behind those who need help and support and with the help of their activities are trying to ensure worthy life for everybody.
I consider it my duty to inform all the people who have fallen behind of the world’s events, all the more journalists and people who confidently announce that homosexuality is a disease and say that in 1973 the American Psychiatric Association (APA) removed homosexuality as a mental disorder from the Diagnostic and Statistical Manual of Mental Disorders (DSM), which was adopted by World Health Organization too.
Concluding I would like to say stop violating others right to have private life and lets use our energy and time to do constructive steps.

VivaCell-MTS and Armenian Red Cross Society Together for Humanity

On July 31, 2009 VivaCell-MTS and Armenian Red Cross Society (ARCS) joined hands to address humanitarian challenges facing the state and society. The two Organizations signed a Memorandum of Understanding for this purpose during a press conference at the Headquarters of the Armenian Red Cross Society.

Because we care! A notion that gathered the efforts of two of the biggest organizations in Armenia: The Red Cross ARCS and VivaCell-MTS. Both having the best interest of the support of vulnerable groups at heart, joined hands for the society’s welfare.

The long term cooperation between the ARCS and VivaCell-MTS will start with a very vital cause, the fight against the HIV virus, the millennium’s merciless evil. Realizing the importance of awareness in prevention of the virus, the two organizations come together to raise population’s awareness on prevention of HIV/AIDS. The activities will be multi-staged and will involve a wide range of educational events: spread of information materials, public events, etc. Within the framework of the activities, all kind of print materials with brief information on HIV/AIDS and alarming messages and guidance tips and advises will be available to all the Armenian society to benefit from.

“Today VivaCell-MTS and Armenian Red Cross Society have come together to join their efforts to address the needs of the most vulnerable population and to provide them with reachable and effective support. Join us, don’t stay indifferent to the pain of others”, mentioned in the speech the leader of the Armenian Red Cross Society.

“We owe our society the right to know! With knowledge and awareness we can better prevent and fight any disease. Awareness and prevention are each and every one’s responsibility and tolerance is required when dealing with HIV cases. Because we care we are here today, what about you?” asked VivaCell-MTS General Manager Ralph Yirikian.

Round-table on intolerance and homophobia in Armenia

For the first time, round-table on intolerance, xenophobia and homophobia in Armenia was organised by The National Citizens’ Initiative (NCI) affiliated with the parliamentary opposition Heritage party. I welcome the initiative. Hopefully, this discussion will continue, eventually evolving a broader spectrum of the society, media and political representatives. As coordinator of the NCI Hovsep Khurshudyan rightly pointed out, Armenia, facing so many challenges, simply cannot afford xenophobia, homophobia and intolerance towards others' political or religious views.

NCI Examines Xenophobia in Armenia

Yerevan—Today, the National Citizens’ Initiative (NCI) convened a roundtable discussion on the topic of “Xenophobia in Armenia.” The meeting brought together NGO officials, human rights advocates, analysts, members of international organizations, and several others.

Welcoming the audience with opening remarks, NCI coordinator Hovsep Khurshudian pointed to those dangers that xenophobia includes, and specifically to homophobia as well as intolerance toward others’ political views and freedom of religion. “Countries like Armenia, which faces numerous foreign challenges, cannot allow the entrenchment of phenomena like xenophobia, which imperils social unity,” Khurshudian said. “Sadly, however, this awareness is virtually absent particularly among the ruling political circles, and, with their actions and especially through the electronic media, the authorities contribute to this troubling phenomenon’s entrenchment among social awareness.”

The day’s first speaker, director Artur Sakunts of the Vanadzor office of the Helsinki Civil Assembly, spoke about intolerance toward other political views. Presenting the roots of political intolerance in Armenia, he drew attention to the recent centuries, when Armenia was under the domination of foreign empires and states, and, in result, the open development of the political culture was hindered. According to Sakunts, however, “in the case when people are fired from their jobs for their political convictions, and when the entrepreneurs’ private properties are confiscated because of their political positions, the aforesaid history cannot justify the work method of the Armenian authorities.” Sakunts also underscored the imperative of institutional reforms.

In his intervention, Mamikon Hovsepian of the “Public Information and Need For Knowledge” NGO discussed the alarming extent of homophobia in Armenia. According to Hovsepian, this phenomenon is widespread in the army and the media, and high-level officials and leading representatives of the ruling political party are encouraging homophobia. And all this, as maintained by Hovsepian, is taking place against the backdrop of the incumbent Armenian authorities’ periodical assumption, from various international bodies, of commitments to carry out measures against homophobia. In Hovsepian’s view, the assumption of these commitments is “a mere formality and solely steps toward deceiving the European structures, and this does not affect, whatsoever, the authorities’ true steps taken in that direction.” Hovsepian also noted that, parallel to the growing reduction in the level of education and the deepening lack of knowledge, homophobia was becoming more widespread in the country.

The next speaker, chairman Stepan Danielian of the Cooperation for Democracy Center, presented the amendments which the ruling political party had proposed for the law on the freedom of conscience and religious organizations, and also pointed to the dangers these amendments can bring forth. He remarked that the Venice Commission of the Council of Europe, the OSCE/ODIHR, and the Council of Europe’s General Department on Human Rights jointly had expressed a negative view with respect to these amendments. “This bill, which passed through the Armenian National Assembly floor, in the first reading, will greatly curtail the freedom of religion, and this conflicts with the Armenian Constitution and the international agreements,” Danielian maintained.

In the shared view of the roundtable participants, xenophobia is truly perilous for the Armenian society and comprehensive counter measures are indispensable, but, to that end, no hope can be placed on the authorities in office. According to the panel discussants, it is impossible to resolve this problem exclusively by way of institutional reforms, because the laws simply are not executed and their mechanisms for execution are either lacking or flawed.

In his closing remarks, NCI coordinator Hovsep Khurshudian argued that, unfortunately, the logic of the political developments is paving the way for one-party rule, with the alternative of Soviet totalitarianism, and, parallel to this, by violating the constitutionally-protected separation of the state and the Church, and freedom of conscience of the citizens, the very same attempt also is being made in the sphere of religion. “In order to disallow such developments, the body politic must unite and work more effectively and in a more coordinated fashion,” Khurshudian concluded.

Երեւան: Այսօր Քաղաքացիական ազգային նախաձեռնությունը (ՔԱՆ) անցկացրեց §Այլատյացությունը Հայաստանում թեմայով քննարկում, որին մասնակցեցին հասարակական կազմակերպությունների ներկայացուցիչներ, փորձագետներ, իրավապաշտպաններ, միջազգային կազմակերպությունների ներկայացուցիչներ, շահագրգիռ այլ շրջանակներ:

Բացելով քննարկումը ՔԱՆ համակարգող Հովսեփ Խուրշուդյանը մատնանշեց այն վտանգները, որոնք պարունակում են իրենց մեջ այլատյացության տարատեսակ դրսեւորումները, եւ, մասնավորապես, անհանդուրժողականությունը այլոց քաղաքական հայացքների հանդեպ, հոմոֆոբիան եւ անհանդուրժողականությունը այլոց հավատքի իրավոնքի հանդեպ: Հատկապես Հայաստանի պես երկիրը, որը ունի վտանգներով լեցուն արտաքին մարտահրավերներ, չի կարող իրեն թույլ տալ ներհասարակական համախմբմանը խոչընդոտող այնպիսի երեւույթների խորացում, ինչպիսին է այլատյացությունը: Ցավոք, դրա գիտակցումը հատկապես իշխող քաղաքական շրջանակներում գրեթե բացակայում է եւ իշխանությունները իրենց գործողություններով` հատկապես էլեկտրոնային ԶԼՄ-ների ներգրավմամբ, նպաստում են այս մտահոգիչ երեւույթի արմատավորմանը հասարակական գիտակցության մեջ:

Քննարկման առաջին բանախոսը Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակի ղեկավար Արթուր Սաքունցն էր, որը ներկայացրեց անհանդուրժողականության դրսեւորումները քաղաքական այլակարծության հանդեպ: Դիտարկելով քաղաքական անհանդուրժողականության արմատները Հայաստանում` նա մատնանշեց վերջին դարերի պատմությունը, երբ Հայաստանը գտնվել է օտար տերությունների լծի տակ, ինչի արդյունքում խոչընդոտվել է քաղաքական մշակույթի ազատ զարգացումը: Սակայն ըստ բանախոսի դա չի կարող լինել Հայաստանի իշխանություննրի գործելաճի արդարացում, երբ քաղաքական հայացքների համար մարդիկ ազատազրկվում են` համալրելով քաղբանտարկյալների շարքերը, երբ քաղաքական դիրքորոշման համար շատերն ազատվում են իրենց աշխատանքից, իսկ գործարարներից խլում են իրենց սեփականությունը: Բանախոսը մեծապես կարեւորեց խնդրի կարգավորման ուղղությամբ հանրակարգային (ինստիտուցիոնալ) բարեփոխումները:

Այնուհետեւ "Հանրային տեղեկատվություն և գիտելիքի կարիք" հասարակական կազմակերպության ներկայացուցիչ Մամիկոն Հովսեփյանը ներկայացրեց հոմոֆոբիայի ահագնացող չափերը Հայաստանում: Հոմոֆոբիայի դրսեւորումները բազմաթիվ են բանակում, ԶԼՄ-ներում, դրանք խրախուսվում են բարձրաստիճան պաշտոնյաների եւ իշխող կուսակցության առաջատար ներկայացուցիչների կողմից: Եւ այս ամենը տեղի է ունենում հոմոֆոբիայի դեմ քայլեր իրականացնելու` Հայաստանի գործող իշխանությունների կողմից միջազգային տարբեր ատյաններում պարտավորությունների պարբերաբար ստանձնման ֆոնի վրա: Նման պարտավորությունների ստանձնումը բանախոսն անվանեց ձեւական եւ միմիայն եվրոպական կառույցների աչքերին թոզ փչելու նկատառմամբ արվող քայլեր, որոնք որեւէ ազդեցություն չեն ունենում երկրի ներսում այս ուղղությամբ իշխանությունների իրական քայլերի վրա եւ բերեց մի շարք օրինակներ: Նա նաեւ նշեց, որ հոմոֆոբիայի ծավալները ավելանում են հասարակության մեջ կրթական մակարդակի հետզհետե նվազմանը եւ տգիտության խորացմանը զուգընթաց:

Երրորդ զեկուցող, "Համագործակցություն հանուն ժողովրդավարության" կենտրոնի նախագահ Ստեփան Դանիելյանը ներկայացրեց Խղճի ազատության և կրոնական կազմակերպությունների մասին օրենքում իշխող կուսակցության կողմից առաջարկված փոփոխությունների նախագիծը եւ դրանում առկա վտանգները: Նա նշեց, որ այս նախագծի վերաբերյալ Եվրախորհրդի Վենետիկի հանձնաժողովը, OSCE/ODIHR և Եվրախորհրդի Մարդու իրավունքների Գլխավոր դեպարտամենտի համատեղ կարծիքը բացասական է եղել: Ըստ զեկուցողի` ՀՀ ԱԺ-ում առաջին ընթերցմամբ անցած օրենքի նախագիծը ուղղված է կրոնական ազատությունների խիստ սահմանափակմանը, ինչը հակասում է ՀՀ Սահմանադրությանը եւ միջազգային համաձայնագրերին:

Ծավալված քննարկման ընթացքում ելույթ ունեցողները հիմնականում միակարծիք էին այն հարցում, որ քսենոֆոբիան իրապես վտանգավոր է մեր հասարակության համար, եւ որ դրա դեմ համալիր միջոցառումների կարիք կա, ինչի վերաբերյալ, սակայն հույս կապել գործող իշխանությունների հետ որեւէ հիմք չկա: Իսկ բացառապես ինստիտուցիոնալ բարեփոխումների միջոցով խնդրի լուծումը գնահատվեց անհնարին, քանի որ օրենքները պարզապես չեն գործում, դրանց կիրարկման մեխանիզմները կամ բացակայում են կամ անկատար են:

Հմչեց նաեւ կարծիք, որ երբեմն շփոթում են անհանդուրժողականություն եւ հաշտվողականություն եզրույթները: Այսպես, իշխանությունների կողմից կատարվող ապօրինությունների հետ հասարակությունը երբեւէ չպետք է հաշտվի, այլ պետք է դրանց դեմ մշտապես պայքարի, եւ այս հարցում կարեւորվեց քաղաքացիական հասարակության բոլոր դերակատարների, հատկապես ԶԼՄ-ների եւ ՀԿ-ների դերակատարությունը:

Իր ամփոփիչ խոսքում ՔԱՆ համակարգող Հովսեփ Խուրշուդյանը կարծիք հայտնեց, որ քաղաքական զարգացումների տրամաբանությունը ցավալիորեն տանում է քաղաքական համակարգի միակուսակցականացմանը` սովետական ամբողջատիրության նմանությամբ, դրան զուգահեռ նույնը փորձ է արվում իրականացնել կրոնական ոլորտում` խախտելով պետության եւ եկեղեցու ՀՀ սահմանադրությամբ ամրագրված տարանջատումը եւ քաղաքացիների խղճի ազատությունը: Նման զարգացումներ թույլ չտալու համար քաղաքացիական հասարակությունը պետք է համախմբվի եւ առավել համակարգված ու արդյունավետ գործի:

Study: Pessimistic teens more susceptible to HIV/AIDS

Teenagers who believe that they will die at a young age are seven times more likely than optimistic teenagers to be diagnosed with HIV/AIDS in early adulthood, according to a study released on Monday and published in the July issue of Pediatrics, the AP/Los Angeles Times reports (AP/Los Angeles Times, 6/29).

The study is based on a survey of 20,594 teenagers in grades seven through 12 who were interviewed during 8 years period, which found that 14.7 percent of respondents said they had at least a 50/50 chance of dying before age 35.

According to the Times, the findings challenge the belief that teenagers engage in risky behavior because they think they are invulnerable to harm. Instead, they might engage in such behavior "because they feel hopeless and figure that not much is at stake," Iris Borowsky, researcher at the University of Minnesota and author of the study, said (Tanner, Associated Press, 6/29).

2009 World AIDS Day theme

UN Secretary-General, the World AIDS Campaign, and UNAIDS launch World AIDS Day theme: 'UNIVERSAL ACCESS AND HUMAN RIGHTS'.

Ahead of this year's World AIDS Day on 1st December, the United Nations Secretary General Ban Ki-moon, the World AIDS Campaign, and the Joint United Nations Programme on HIV/AIDS (UNAIDS) have come together to announce the theme of "Universal Access and Human Rights".

The theme has been chosen to address the critical need to protect human rights and attain access for all to HIV prevention, treatment, care and support. It also acts as a call to countries to remove laws that discriminate against people living with HIV, women and marginalized groups. Countries are also urged to realise the many commitments they made to protect human rights in the Declaration of Commitment on HIV/AIDS (2001) and the Political Declaration on HIV/AIDS (2006).

Speaking ahead of the announcement at the United Nations in New York, Michel Sidibi, Executive Director of UNAIDS, said: "Achieving universal access to prevention, treatment, care and support is a human rights imperative. It is essential that the global response to the AIDS epidemic is grounded in human rights and that discrimination and punitive laws against those most affected by HIV are removed."

Many countries still have laws and policies that impede access to HIV services and criminalize those most vulnerable to HIV. These include laws that criminalize men who have sex with men, trans-gendered people and lesbians; laws that criminalize sex workers; and laws criminalizing people who use drugs and the harm reduction measures and substitution therapy they need. Some 84 countries have reported that they have laws and policies that act as obstacles to effective HIV prevention, treatment, care and support for vulnerable populations.

Speaking from Cape Town, South Africa, The World AIDS Campaign Executive Director Marcel van Soest said, "The epidemic has not gone away, tens of millions of people are still affected, but those hit the hardest, the poor and marginalized in society often don't have a say when big decisions and laws are made. Their fundamental right to essential health care and life free from fear of stigma and discrimination must be strengthened."

Governments continue to pass and enforce overly-broad laws that criminalize the transmission of HIV which are in direct contradiction to their commitments to "promote ... a social and legal environment that is supportive of safe and voluntary disclosure of HIV status."

Some 59 countries still have laws that restrict the entry, stay and residence of people living with HIV based on their positive HIV status only, discriminating against them in their freedom of movement and right to work. At the same time, laws and regulations protecting people with HIV from discrimination and women from gender inequality and sexual violence are not fully implemented or enforced.

The World AIDS Campaign Chairperson, Allyson Leacock added, "The Human Rights theme is about us, about communities, about people like you and me and our governments making a commitment to honour and respect the dignity of the vulnerable and to those already living with HIV."

PINK’s new steps in new office

On June 27 “Public Information and Need of Knowledge” NGO organized an event on the occasion of new “Information, Education, Communication” (IEC) office opening and “Masculinity: breaking stereotypes” program starting. The event was organized with the help of NGO’s staff, members, volunteers and friends.
Members of partner organizations, volunteers and guests who were just interested in NGO’s activities participated at this important event.
Mission and objectives of organization, implemented activities, provided services and programs planned to realize during following 6 months were presented at the first part of the meeting.
After the presentation during the treat guests had an opportunity to communicate, ask questions to the staff, make motions and just have nice time.
“Public Information and Need of Knowledge” NGO’s IEC is situated at Pushkin 2 address and works from Monday to Friday from 10:00 to 19:00 and organization’s doors are open from 14:00 to 19:00 for anyone who is interested. Within the framework of this NGO’s activities we organize trainings, group discussions, film watching and other events. You can get information about these activities from PINK calendar. And every Wednesday visitors can get psychosocial support and confidential and anonymous counseling concerning sexual health.
Main objectives “Masculinity: breaking stereotypes” of the program are to break stereotypes and spread tolerance. PINK IEC’s basic steps will be toward gender identity. Organization also continues its main and primary program implementation which is prevention of sexually transmitted infections and human rights protection.

While in cities like Riga, Kiev and Moscow, LGBT demonstrations are being blocked by authorities, in more than 50 countries in the world there are activities to celebrate the International Day against Homophobia and Transphobia.
There is every reason to have a day against homophobia and transphobia: 80 countries in the world consider homosexuality illegal, 5 of them punish homosexual acts by death.
We don't speak about Armenia even. It is not illegal here and there is no punishment by law but still society and authorities are homophobic, they have their methods to punish those people.
Such kind of fears and phobias are result of acknowledgement and lack of information.

86 percents would not tolerate / 86 տոկոսը չի հանդուրժում

Most Armenians do not accept to have homosexual neighbors.
According to the Women’s Resource Center when the question ‘what would you do if your neighbor is homosexual?”was asked, 86% of the respondents answered that , they would not tolerate it. Anush Poghosian, the Centers for sexual and reproductive health issues states that a few years ago the intolerance towards homosexuality was 100%.
She continues to say: “It is normal that many of us have stereotypes. But can’t they change by reading, studying, and observing? It is encouraging that a small percentage of the population has become aware of people having the right to be as they are.”
The director of PINK Information Center, Mamikon Hovsapyan says lately, a great number of people asked him about homosexuality. According to him, the interest grew since December, when Armenia joined the United Nations statement for the protection of homosexuals. Hovsepyan states: “The basic confusion when discussing homosexuals is the belief that they are prostitutes wearing women's clothing and spreading sexually transmitted infections.” Hovsepyan wants to convince that on the exterior most homosexuals do not differ from other people. As for sexually transmitted infections, they are also spread by people who have non-homosexual orientation.
The coordinator of organization, Lilit Khorenyan believes that even the high officials of this country have erroneous ideas. When asked to give their views about homosexuality they respond by saying "It's a sickness. Go to Holland, it's the newest fashion there. We have entered the European Union and the newspapers are using homophobic phrases".
Mamikon Hovsepyan declares although there seems to be no apparent problems in Armenia, legal or otherwise, in regards to homosexuals, abuse and violence are current happenings especially during their military service. He also points out that is equally hurtful when the rights of individuals are invaded when their personal information, such as their names and photos, is made public, an event that occurred recently when a local paper printed an article about Armenian lesbians causing much commotion.

"Փինք" տեղեկատվական կենտրոնի ղեկավար Մամիկոն Հովսեփյանը "Ա1+"-ին պատմեց, որ վերջին շրջանում կրկնակի հաճախ են սկսել հարցնել իրեն միասեռ մարդկանց մասին: Նրա խոսքերով աղմուկը բարձրացավ դեկտեմբերից, երբ Հայաստանը միացավ ՄԱԿ-ի միասեռականների իրավունքների պաշտպանության հռչակագրին:

"Հիմնական շփոթմունքը այն է, որ այդ նյութերում միասեռականների մասին խոսում են իբրեւ մարմնավաճառների, ովքեր կանացի շորեր են հագնում, սեռավարակներ են տարածում",-ասում է Մամիկոն Հովսեփյանը եւ հատուկ հավաստում, որ միասեռականների գերակշռող մեծամասնությունը արտաքնապես չի տարբերվում, իսկ սեռավարակները կարող են տարածել նաեւ միասեռական հակում չունեցող մարդիկ:

Կազմակերպության համակարգող Լիլիթ Խորենյանն ասում է, որ իր համար, որպես հանրային տեղեկատվության եւ սեռական առողջության խնդիրներով զբաղվող կազմակեպության ներկայացուցչի, նյարդայնացուցիչ է, երբ երկրի բարձր պաշտոններ զբաղեցնող մարդիկ միասեռականների մասին ասում են, թե. "Դա հիվանդություն է, գնացեք Հոլանդիա, նոր մոդա է, Եվրախորհուրդ ենք մտել, իսկ թերթերն էլ արվամոլ կամ համասեռամոլ բառերն են գրում":

Did you watch “Harvey Milk”?

Yesterday I came to Gyumri for 3 days to conduct a training session in the frames of “Global Health Week of Action”. At night I was watching TV and I was so happy that many channels were showing comedy, the best choice for the 1^st of April. Suddenly I noticed that “Tsayg” local TV is showing “Harvey Milk”, they also repeated the movie in the afternoon of April 2, I want to remind that this is the channel that in December, 2007 invited me to their live talk show about sexual minorities.

It was my dream to watch this movie, to see the person who struggled for freedom, tolerance and equal rights.

Harvey was a person who was living for his community and never giving up, protecting the rights of people who are the victims of discrimination and intolerance.

We all have to learn from him if we want peace and freedom.

We have to be together live Harvey’s friends were with him.

We should not give up if we want to live with normal life.

I learn a lot from Harvey Milk, even all the phrases that he said are in my mind.

Hope one day I can be so strong like him and I can do at least part of his work. I wish one day to stand on the top of the mountain with you and feel the wind of freedom.

Dear friends, I am always ready to help you as much as I can. We have to be a big team.

I can’t have my private life till my friends are not free...

MetastaZ received theatrical awards in Armenia

Nune Khechumyan received "Best young director" award for a gay-themed play MetastaZ at the main Armenian annual theatre award ceremony "Artavazd 2009" on 27 March in Yerevan.
Also, actor Temur Atchinyan (State Dramatic Theatre named after H. Abelyan of Vanadzor) was named "Best young actor" at the award ceremony. He was among a group of talented actors involved in MetastaZ.

TB/HIV, universal access, and human rights key items

The Executive Director of UNAIDS, Mr Michel Sidibé, was in Brazil promoting greater awareness of the interlinked epidemics of HIV and tuberculosis, the need for universal access to HIV services for all people in need, and the necessity to address stigma and discrimination in Brazils response to HIV.

On March 24, 2009 in Rio de Janeiro, Mr Sidibé joined the international launch of the World Health Organizations (WHO) annual report on global TB control.

Although it is mostly preventable and curable, tuberculosis (TB) is one of the leading causes of death among people living with HIV globally. Of the 33 million people who are living with HIV, only 20% of know their status, and only a tiny fraction, 2% in 2007, were screened for TB according to the Global TB Control 2009 report.

"We have to stop people living with HIV from dying of tuberculosis. Universal access to HIV prevention, treatment, care and support must include TB prevention, diagnosis and treatment. When HIV and TB services are combined, they save lives," said Mr Sidibé.

We lost him...

Our best friend, professional lawyer, father of two daughter, wonderful husband for his wife, amazing person passed away on March 24, 2009.
More than 2 months he was at the hospital No. 6. He was receiveing treatment of lungs as he caught cold at the beginning of winter. This is not the first time when doctors don't have enough knowledge and professionalizm to treat people well, usually they treat only the symptoms.
Last month I visited Davit, he was feeling good and his doctor already let him to go home. After a week, maybe more, I heard that he had strange headache and he went back to the hospital. Later I tried to call him but his phone was turned off.

He helped so many people, he saved so many lifes but nobody could save his life...

Davit was a human right activist, he was worried about everybody's safety. He was doing his best for equality, freedom and democracy.
David was working in Tavush region with a human rights NGO, also he was keeping in touch with us all the time, protecting rights of our members and beneficiaries.

I am sorry that I couldn't see you long time, couldn't hug you and say: "Thank you Davit for being our friend, thank you for your great work".

We love you Davit, you are in our hearts

Young guy could be raped at the army

We were informed by e-mail that a young guy ran away from the army on March 17th, because officers understood that he is gay and they wanted to rape him. The situation is out of control, he is hidden somewhere now and waiting that in the morning police will make a search.
We are trying to clearify and in case to protect him.

Unfortunatly we still don't have any news, can't find him and don't know what's going on. Just we know that the guy is really scared, he didn't leave any contact that we can find him.

As we were informed, the guy was taken to military police, lawers and human rights office were taking care. There was a problem with his relative who couldn't understand who is helping the guy, who is trying to rape, they offended wrong people.
They will change his place and he will contitue his military service in a different place. Yes he will continue, as he announced that he is not homosexual.
The truth of this story is still in the darkness, who is who and what was going on, the officer(s) will be punished or not?

The Golden Okra is an award that has emerged as a result of our desire to speak out in resistance and criticism against the overwhelming predominance of the patriarchal perspective and male gaze, the continuing constriction of space for women, the fostering of false myths about and perceptions of women, the re-production and re-presentation of sexist perspectives, and the force-feeding of this discrimination to the point that it is perceived as a natural and common truth, in Turkish cinema.
Evaluating Turkish films released during 2008 from this point of view, the Golden Okra preliminary jury has announced its candidates for the 1st Golden Okra Awards.
It is their hope that sexism in Turkish Cinema will decrease, with help in part from the Golden Okra Awards, and that in the years to come, they will be unable to find any candidates for this symbolic award...

IWPR: Armenia gays face long walk to freedom

Society remains as relentlessly homophobic here as elsewhere in the Caucasus, but activists say there some grounds for hope.

The recent publication of Azeri writer Alekper Aliev’s gay novel Artush and Zaur, dealing with an Armenian-Azeri love affair, rocked the conservative and mainly Muslim society of Azerbaijan.

It broke a double taboo – love between Armenians and Azeris and same-sex love, at the same time.

But while the furor cast a harsh spotlight on homophobia in Azerbaijan, on the other side of the ethnic and religious divide, in Armenia, gays face just as much prejudice.

Hovhannes Minasian found this out to his cost. Now 27, he is one of a small minority of gay men in Armenia who do not fear to give out their real names in interviews.

He gained this freedom – involuntarily – after being sent to jail for his sexual orientation. After that, the whole of his former neighbourhood and his relatives learnt about it and there was nothing to hide.

His nightmare began in 1999, when police arrested him and accused him of sodomy. A man who had once had an affair with him apparently betrayed him, and four others, to the authorities.

Minasian, then 17, says he immediately admitted he had had a sexual relationship with a man. “I never thought it was a crime, so when they asked me if I did it, I confirmed it,” he said.

He says the police who arrested him beat him violently, demanding that he name other homosexuals, which he refused to do.

He was one of six persons charged for the then crime of sodomy under Article 116 of the Armenian penal code, receiving a relatively short jail sentence of three months as he was under age.

While in prison, Minasian says he came under constant pressure.
“The prisoners were as cruel to me as the jailors, I was like a toy for them, they used to bully me and throw me around the cell,” he said.

After his release, the lads living next door to him chased him around, throwing stones at him and screaming “gay” at his back.

That is not all. He says a policeman tried to blackmail him into confessing the names of wealthy homosexuals he knew about.

When he failed to extract this information, he told the manager of the bar where Hovhannes worked of his sexual orientation, and Hovhannes and his gay friend were fired.

Nine years since his conviction, the local boys have stopped chasing Hovhannes. They got used to him. He has a job. Still, he is going to leave the country, tired of the general climate of hostility.

In 1922, a few years after the Bolshevik revolution, homosexuality ceased to be a penal offence in the newly formed Soviet Union.

But it was reintroduced as a crime in 1933, and eventually removed from the penal code in 2003.

In spite of the official change in the letter of the law, discrimination and intolerance against Armenian gays remains widespread.

A year ago, Khachik, a 21-year-old student at university, was thrown out of his home when his parents found out about his sexual orientation.

Khachik says he realised he was different from the rest when he was 13 or 14 and accepted he was more interested in boys than girls.

“At that age, when you start to masturbate, I used to imagine guys,” he confessed. “I thought I was alone with all this but then I found people just like me on the Internet.”

He waited until he was 20 to have his first sexual encounter with a man whom he met on the Internet and introduced to his family as a friend.

Trouble erupted after Khachik’s mother discovered that their relationship was not entirely innocent.

“We were watching a film in my room and I didn’t know the door was open. Mother came and saw us kissing,” he recalled.

At first, she wept, but later, once his father was home, the two of them became far more aggressive.

“Dad got really angry and said, ‘Aren’t girls enough for you? You want to start dating guys? My son can’t do that!’

“Mother started screaming that it would be better if I died. It would be better not to have a son than to know he was gay.

“She even tried to hit me. I tried to hold her back, but dad began to help her. Then they told me I was no longer their son and that I had to leave the house. So I went away.”

Khachik has been living in lodgings ever since and has to work in two jobs to support his studies.

Two months after being thrown out, he was exempted from military service because of his “deviant” sexual orientation.

According to the Helsinki Rights Committee in Armenia, in 2004 an internal defence ministry code effectively bans homosexuals from serving in the armed forces.

“When I told the army psychologist I was a gay, he threw the pen on the table and exclaimed ‘Damn it!’” Khachik recalled.

He says another officer struck him with a folder, saying, “You are not a man! How can an Armenian claim he’s limp wristed?”

He was then dispatched to a medical institution for official diagnosis – which duly described him as possessing a “non-traditional sexual orientation”.

On the subject of the deferment of conscription for homosexuals, Colonel Seyram Shahsuvaryan, representing the defence ministry, sent a written response to IWPR.

In it, the colonel denied the existence of any unofficial ban on homosexuals serving in the army, “The law on compulsory military service in Armenia does not allow the exemption from military service of homosexuals.”

In Aliev’s controversial novel, Artush and Zaur, the two lovers eventually decide to take their own lives, jumping from Baku’s Maiden Tower, a symbol of doomed love in Azerbaijan.

Psychologist Davit Galstian says societal pressures in Armenia have driven some gays to take their own lives in a similar desperate fashion.

Within the past three years, he knows of at least ten homosexual men who threw themselves off the Kiev bridge in Yerevan, the capital’s biggest.

He cites several tragic cases that he has come across in his practice. A man’s life that was destroyed when his family discovered his orientation; a woman who rejected her own children and sent them to an orphanage after learning that their father, her husband, is gay; and a father who threw his 14-year-old gay son out of the house, who then turned to street prostitution.

“There is a real phobia against homosexuals in our society, people consider them beasts,” he said.

“My [gay] patients learn about me from each other and come here. They say at least I listen to them.”

Politicians do little to dispel the fog of ignorance and prejudice around the subject. Indeed, some make it worse.

One former member of parliament, Emma Khudabashian, even used to say that people should throw stones at homosexuals.

Armen Avetisian, head of Armenian Arian Union, an ultra-nationalist grouping, issued a bizarre attack on homosexuals – and on Europe – in July 2006, which was published in three newspapers.

“We should form a community for them, called Hamaserashen (literally, ‘Homosex-burg’),” he said.

“Of course, it should be located in Europe, as homosexuality is a part of the European values, so let them gather there.”

The church is another conservative factor. The Armenian Apostolic Church – like most traditional Christian churches in the world – views homosexuality as a grave sin.

Gay bashing is a popular pastime among Yerevan yobs. In the city’s Komaygi park, where homosexuals sometimes gather, groups often attack and beat them.

Galstian says homophobia is harmful to society, depriving it of potential talent.

“We lost a talented singer, a computer programmer and an excellent student who could have become a chemist,” he said, mulling past suicides. Others have simply left the country.

Yet, on December, 9, 2008, the Armenian government endorsed a United Nations statement outlawing discrimination on the basis of sexual orientation and gender identity.

That only prompted a greater outcry from homophobic elements in Armenia, however.

“This is a global plan worked out by masonic structures to destroy the world,” Khachik Stambolcian, a well known figure said in one public discussion.

The right-wing Iskakan Iravunk newspaper accused the UN document of glorifying what it termed “human driftwood - those sodomites and lesbians”.

Hrair, a 26-year-old activist, says the government’s endorsement of the UN statement may not have helped gays much in Armenia in the short term.

“Before that, we just lived our lives and worked but then they made a fuss, and it became tense,” he noted.

Avetik Ishkhanyan, chair of the Helsinki Rights Committee of Armenia, and member of Independent Observers’ Group of Penitentiary departments, says homosexuals experience the worst troubles within closed spaces like prisons and barracks.

“In prison, they have a separate cell and it’s a taboo to shake their hands, take cigarettes from them or even touch their stuff,” he said.

“If a detainee uses homosexual’s plates, even by accident, the criminals consider him а ‘pervert’ too.

“They are given the most humiliating work to do, like cleaning toilets and drains.”

According to Ishkhanian, it is hard to defend homosexuals, as few are willing to publicly complain about their lack of status.

Arsen Babayan, of the justice ministry’s penitentiary service, denies gay detainees in prison are singled out for the most humiliating tasks. Every prisoner, he says, chooses his own type of work.

“The fact that gays live separately in penitentiary departments is due to their wish. It’s the same with Jehovah’s witnesses, who also live separate lives,” he said.

Meanwhile, Galstian says things may be starting to change – albeit slowly.

Since Armenia became a member of the Council of Europe in 2001, people generally have started to more actively defend their rights, and more and more homosexuals are open about their identity.

The NGO PINK, short for Public Information and Need for Knowledge, founded in 2007, openly advocates for gay rights, as well specialising in the prevention of sexually transmitted diseases.

PINK member Hrair broke up with his Iranian boyfriend when the latter wanted to leave for Europe.

“He couldn’t live in Iran, as they hang homosexuals there, but he felt depressed here too, so he was trying to talk me into going to Europe, but I didn’t want to,” he said.

Though well aware of the climate of intolerance in Armenia, Hrair says he is not ready to abandon his homeland now things are starting to shift a little.

“When I was a child, I suffered, trying to understand myself and nobody was there to help me,” he recalled.

“But now we are a big team, and we are trying to help the weaker ones to stand up.

“This is very important to me. I would feel defeated if I went to live in a European country, hiding my head in the sand like an ostrich.”

Burying the Red Apple

Armenia celebrated International Women’s Day on March 8 in pretty much the same way it always does. As a patriarchal society, women are expected to dress up and men present them with flowers. Forget talk about women’s rights and equality, although one small group of activists from Armenia and the Diaspora had other ideas. Instead of observing the day in the traditional way, they were going to hand out leaflets informing women of their rights in a country where domestic violence remains a problem and patriarchy is the norm. Afterwards, the group was going to bury the “red apple.”

Known locally as "garmir khndzor," the tradition is perhaps one of Armenia’s most controversial. Referring to the virginal bloodstains left by a bride on her wedding night, challenging the custom remains somewhat of a taboo. Although many families instead present an actual red apple rather than hang out stained bed linen for all to see, the tradition is still observed in some form. Simply put, most Armenian men expect to marry a virgin and double standards governing gender and sexuality in the country.

Recently, an MP from the ruling Republican Party of Armenia, 35-year-old Karen Avagyan, even publicly stated that he would never marry a woman who wasn’t a virgin, and he is not alone. Most Armenian men are believed to feel the same, and many Armenian women comply. For this reason, the Women's Resource Center of Armenia, WOW, Utopiana and other NGOs decided to stage their march. Although initially planned as a mock funeral for the “red apple,” plans appear to have been changed at the last moment, perhaps because of local sensitivities.

Instead, the organizers issued a press release stating that their message was not that it was wrong to be a virgin, but that it was a matter of individual choice and not one to be dictated by society. The mock burial was later staged in a private event at the Women’s Resource Center.

Even so, the day was not without its incidents. A group of pro-government bloggers, for example, turned up to mock the event. Indeed, at one stage they effectively disrupted the march by shouting out slogans such as “Struggle, struggle, until sex,” a direct play on that used by the extra-parliamentary opposition (“Struggle, struggle, until the end”) during last year’s disputed presidential election. One even said that he believed such marches should be illegal. “Let them march and the next thing you know, narcotics addicts will want to stage their own demonstrations too,” he said.

Equating narcotics use to women’s rights was a little strange, I pointed out, but he remained unconvinced. “It’s not about women’s rights,” he responded. “It’s about destroying Armenian culture and tradition.”

As if such an attitude wasn’t enough, a police van blocked the path of the demonstrators a few minutes later with officers demanding to know why people were marching. Although the law explicitly states that no authorization is required for rallies if the number of participants is less than 100, the authorities are obviously nervous about the post-election situation in the country. After speaking to the organizers, the march was allowed to continue with a plain clothes policeman walking alongside about 30 women and a few male supporters.

That is, until the march hit the central Moscow Cinema where another group of policemen told the marchers they could not continue on to Republic Square. True, permission was eventually given, but there is no basis in law for their actions, and the police riot van and policemen that had been called in to follow the demonstration was just a little too much. It was, after all, International Women’s Day.

On the other hand, the day illustrated how tradition and patriarchal attitudes are slow to die out in countries such as Armenia. Basically, if anyone is expecting a female liberation movement, let alone a sexual revolution, to occur anytime soon, well, don’t hold your breath. Meanwhile, one small group of activists tried to change something and educate the population that International Women’s Day should be more than about simply handing out flowers.

As one male observer from the Diaspora commented sarcastically, “the men can give presents today, and continue to beat and cheat on their wives tomorrow…”

53% of Europeans don’t know they’re protected from discrimination in the workplace. [Eurobarometer survey on discrimination in the European Union – Perceptions, experiences and attitudes (July 2008)]

Laws exist throughout the EU to protect everyone against discrimination based on race or ethnic origin, age, disability, religion or belief, or sexual orientation in the workplace.

*This poster has been produced as part of the EU-wide “For Diversity. Against Discrimination” information campaign. Organised by the European Commission’s Directorate General for Employment, Social Affairs and Equal Opportunities, the campaign aims to raise awareness of discrimination and the EU laws which exist to combat it, and to promote the benefits of diversity.

What is even more pleasing for me regarding this poster is that Lilit Poghosyan is a good friend of mine. Well done, Lilit jan! I am proud of you and of being your friend.

Eva against homosexuality or discrimination from "Aravot" daily

As I promised, I met Eva Hakobyan, a journalist from "Aravot" newspaper. I had some questions which were not still clear for me. At first I showed her the rules of Odnoklassniki.ru website and asked her how could she use the pictures of girls in her article without any permission? She answered that she had rights to do it, as she talked to those girls and they let her to use their pictures, though Eva couldn't show me anything to prove it.
Then I asked about that 99.9% Armenian men who don't accept lesbians, how she found that percentage? She answered that it was result of simple survey among 100 Armenian men, and here is another question, how she counted 99.9% from 100 replies? This is a simple mathematics!
Anyhow she tried to prove that she didn't write her opinion and those are thoughts of Armenian society (upon her perfect survey).
We also talked about the other article about HIV, where she announced another kind of "public opinion": HIV can be transmitted mainly from sex workers. Here I explained that such article makes people to accept this version, and she wondered: "Isn't it like that?".
Coming back to the topic about homosexuality, she was sure that homosexuality is disease, sure this was her opinion but she couldn't explain me why. The best part started when Nelly Grigoryan started her aggressive conversation with me, trying to prove that homosexuality is not only disease but it is sexual perversion. Where she found it from, I wondered, did she read it somewhere, maybe she had any proves? "Yes I read many books",- she replied. "So please, send me the list of literature to my e-mail address",- I asked. She promised to send, but I suspect. All the time Eva and Nelly tried to convince that those are their opinions and nohow it can be connected with "Aravot" newspaper. In that case how the newspaper could let the journalist to publish such stupid and uneducated article.
By the way if somebody wants to see their staff, especially Eva and Nelly please visit their webpage.
If less informed people read Eva's article, they can conclude that: HIV transmits mainly from sex workers, or homosexuality is disease and sexual horrible perversion, or heterosexual guys hate lesbians.

How it can be possible when most of the porn channels are showing lesbian sex for men; many scientists and researchers from all over the world are still trying to clarify issues about homosexuality; HIV specialists are still informing everybody that we all are responsible for our sexual health.
... but the young lady can manipulate society with her non-professional survey in her articles.

Here we present another social ad, which is created by the students of Yerevan State University. This video is one of their final term works, as they will graduate the University and become social workers. Marine, Nvard, Nare, Anna and Lusine started to shoot this video from December 1st, we managed to find time and take part in it, though all of us where so busy especially that day.
We appreciate their professionalism and proud of their bravery, happy to see more real social workers next to us.

A killer without borders

As if you didn’t have enough to worry about ... consider the deadly, infectious and highly portable disease sitting in the lungs of a charming young man here, Garik Hakobyan. In effect, he’s a time bomb.

Mr. Hakobyan, 34, an artist, carries an ailment that stars in the nightmares of public health experts — XDR-TB, the scariest form of tuberculosis. It doesn’t respond to conventional treatments and is often incurable.

XDR-TB could spread to your neighborhood because it isn’t being aggressively addressed now, before it rages out of control. It’s being nurtured by global complacency.

When doctors here in Armenia said they would introduce me to XDR patients, I figured we would all be swathed in protective clothing and chat in muffled voices in a secure ward of a hospital. Instead, they simply led me outside to a public park, where Mr. Hakobyan sat on a bench with me.

“It’s pretty safe outside, because his coughs are dispersed,” one doctor explained, “but you wouldn’t want to be in a room or vehicle with him.” Then I asked Mr. Hakobyan how he had gotten to the park.

“A public bus,” he said.

He saw my look and added: “I have to take buses. I don’t have my own Lincoln Continental.” To his great credit, Mr. Hakobyan is trying to minimize his contact with others and doesn’t date, but he inevitably ends up mixing with people.

Afterward, I asked one of his doctors if Mr. Hakobyan could have spread his lethal infection to other bus passengers. “Yes,” she said thoughtfully. “There was one study that found that a single TB patient can infect 14 other people in the course of a single bus ride.”

Americans don’t think much about TB, just as we didn’t think much of AIDS in the 1980s. But drug-resistant TB is spreading — half a million cases a year already — and in a world connected by jet planes and constant flows of migrants and tourists, the risk is that our myopia will catch up with us.

Barack Obama’s administration should ensure it isn’t complacent about TB in the way that Ronald Reagan was about AIDS. Reagan didn’t let the word AIDS pass his lips publicly until he was into his second term, and this inattention allowed the disease to spread far more than necessary. That’s not a mistake the Obama administration should make with tuberculosis.

One-third of the world’s population is infected with TB, and some 1.5 million people die annually of it. That’s more than die of malaria or any infectious disease save AIDS.

“TB is a huge problem,” said Tadataka Yamada, president of global health programs for the Bill and Melinda Gates Foundation. “It’s a problem that in some ways has been suppressed. We often don’t talk about it.”

Ineffective treatment has led to multi-drug resistant forms, or MDR-TB. Scarier still is XDR-TB, which stands for extensively drug resistant TB. That is what Mr. Hakobyan has. There were only 83 cases of XDR-TB reported in the United States from 1993 to 2007, but it could strike with a vengeance.

“We always think we live in a protected world because of modern medicines and the like,” Dr. Yamada said. “But if we get a big problem with XDR, we could be in a situation like we had in the 19th century when we didn’t have good treatments.”

If we were facing an equivalent military threat capable of killing untold numbers of Americans, there might be presidential commissions and tens of billions of dollars in appropriations, not to mention magazine cover stories. But with public health threats, we all drop the ball.

Because of this complacency about TB, there hasn’t been enough investment in treatments and diagnostics, although some new medication is on the horizon.

“Amazingly, the most widely used TB diagnostic is a 19th-century one, and it’s as lousy as you might imagine,” said Dr. Paul Farmer, the Harvard public health expert whose Partners in Health organization was among the first to call attention to the dangers of drug-resistant TB.

In Armenia, the only program for drug-resistant TB, overseen by Doctors Without Borders, can accept only 15 percent of the patients who need it. And the drugs often are unable to help them.

“After two years of treatment with toxic drugs, less than half of such chronic TB patients are cured, and that’s very demoralizing,” noted Stobdan Kalon, the medical coordinator for Doctors Without Borders here. And anyone who thinks that drug-resistant TB will stay in places like Armenia is in denial. If it isn’t defused, Mr. Hakobyan’s XDR time bomb could send shrapnel flying into your neighborhood.

Open letter against intolerance

After the government in Armenia signed the UN declaration against discrimination based on sexual orientation in December 2008, we have witnessed a resurgence of hostile rhetoric against homosexuals both in official and oppositional media. Many media outlets publish professionally unqualified articles, which at best resemble neighborhood gossips. This phenomenon could have been overlooked if the danger of mass media becoming a platform to disseminate hatred and intolerance did not exist. These publications do not even demonstrate elementary journalistic professionalism and lack any kind of homework or research. Questions, such as what is homosexuality? Who are the homosexuals in Armenia? How do they live? Are they different from larger society (even though the answers to these questions are never simple and straightforward), are never asked?

Even though the general absence of any desire to ask fundamental questions about homosexuality, male homosexuality in Armenia has been consistently described as a threat to national security, a result of accepting European decadent values or a pathology and disease, while homosexual women have been denied of existence all together or condemned in not fitting into the image of a “proper” Armenian woman.

Some of the most recent publications which disseminate hatred towards homosexuals and can potentially become a source of violence, include the article “Armenian lesbians are becoming more active” in Aravot daily (July 22, http://new.aravot.am/am/articles/culture/54469/view); an interview with the rising star of the Republican Party Edward Shahmazanov in the same newspaper, in which the prominent politician claims that he is anti-gay; and the following statement by the head of the “Sustainable Human Development” agency in Armenia Karine Danielyan: “It’s been always considered that 4-5% of humanity has such pathologies…these should be regarded as a disease.”

We believe that such statements are largely a result of illiteracy in issues of homosexuality which is reflected upon the prevalent obsession to defend the patriarchal structure of society and to present it as a national value. Nevertheless, we also realize that such statements uttered by prominent public figures and politicians could be received by mainstream society as the state official policy. Thus, several civil society groups and individuals, concerned with these developments, strongly condemn the statements which disseminate hatred and intolerance. Before inflicting potentially violent rhetoric, such public figures should realize that they have a responsibility towards larger society and towards its sexual minorities as well, including their safety and well-being.We urge all officials, politicians, journalists, teachers, doctors and all those who are engaged in public work as well as each and every individual, to get acquainted with problems that homosexual men and women face in Armenia, their socially active initiatives and to the contemporary debates around gender and sexuality.
